SUMMARY:The action before the City Council is to hold a public hearing and approve the 2026
Parks, Recreation, and Open Space Plan, which updates the plan adopted in 2020. The process for
developing the plan update included conducting a citizen survey that received 900 responses,
holding discussions at tenParks and Recreation Commission meetings, and posting a draft plan on
the City website for review and comment. On September 23, 2025,the Parks and Recreation
Commission voted to recommend the plan to the City Council for approval. The State of Washington
requires that local jurisdictions maintain a Parks, Recreation, and Open Space Plan to be eligible for
grant funding.
