Vertical Bridge Request for Site Modifications for T-Mobile
at
Forest Ridge Park
Background
On October 14, 2025 I received an email from Melinda Monroe at City of Bremerton. She forwarded
a request from Tyler Gordon, Asset Manager at Vertical Bridge, regarding modifications to the T-
Mobile equipment on Vertical Bridge’s monopole at Forest Ridge Park on City property. A technical
data sheet was attached. It was prepared by Brooks Langdon of Tower Engineering Professionals
(TEP), the firm that will do the site work. I was asked to evaluate the request and make observations
and recommendations.
I requested additional information about the proposed modifications. On October 15 I received two
additional documents:
1. The Project Description, prepared by Andrew Berglund, P.E., of TEP.
2. The Job Summary, prepared by Vertical Bridge.
On October 16 I reviewed the lease and the provided documentation to familiarize myself with the
requested modifications.
On October 17 I traveled to Bremerton and did a site walk at Forest Ridge Park to:
1. Observe existing conditions,
2. Compare them to the lease, and
3. Compare them to the requested modifications.
Analysis of the Requested Modifications
A simplified description of the work to be performed: TEP will remove some of T-Mobile’s antennas
and radios, re-sectorize the site, and install some new radios. Radios, as used here, refers to electronic
devices that are combination transmitters and receivers.
The purpose of the work is to upgrade the 5G capabilities at the site. The new radios will provide
increased bandwidth to residents in the area, and allow for more simultaneous connections to T-
Mobile’s voice and data networks.
The total number of antennas at the top of the monopole will be reduced by this modification, but
there are two factors to keep in mind:
1. Fewer antennas at a height of 150 feet isn’t likely to be noticed by residents.
2. More antennas will almost certainly be added at a later date, so this reduction should be
viewed as temporary and incidental.

Analysis of the Communications Site (site walk)
The site has been modified since the original drawings were provided in the lease, signed by Vertical
Bridge’s CEO on November 19, 2018.
Specifically, a concrete pad has been added on the south side of the monopole (the side closest to the
City’s reservoir), and equipment belonging to Dish Network has been installed on the pad. The
concrete pad and equipment were not present at the last site inspection on June 3, 2021.
Appendix A provides more details of this installation.
The Dish Network installation is no impediment to the current request for modifications.
The City’s lease with Vertical Bridge requires that Vertical Bridge reserve space on the tower
(monopole) for the City’s use. The designated vertical space is from 80 feet to 90 feet above ground
level. During the site walk on October 17, 2025, I observed that the space from 80 to 90 feet is still
free and clear. Further, the requested modifications will not obstruct or interfere with this reserved
space.
Recommendation
I recommend that the City of Bremerton approve the request by Vertical Bridge to modify the
installation of T-Mobile’s equipment at Forest Ridge Park for the following reasons:
1. The modifications may rightly be termed improvements, and will benefit the residents by
providing improved voice communications and Internet services.
2. The modifications have been properly engineered and are in accordance with industry best
practice.
3. A structural analysis was performed by Vertical Bridge’s Engineering Department on
September 9, 2025. This recent structural analysis confirms the safety of the requested
modifications. There are no negative implications for the physical integrity of the monopole.
4. The requested modifications don’t interfere in any way with the City’s reserved space on the
monopole. The City’s interests are unaffected.

Appendix A
Dish Network Installation
During the site walk on October 17, 2025, I observed that new equipment has been installed at the
Vertical Bridge communications site at Forest Ridge Park. Specifically, equipment has been added
that belongs to Dish Network. This isn’t entirely surprising, because the mobile phone division of
Dish Network has a sharing agreement with T-Mobile, and T-Mobile already leases space here from
Vertical Bridge.
The lease between the City and Vertical Bridge states:
Paragraph 3(b)
“There shall be no revenue share fee. However, Tenant's right to sublet, consistent with
this Agreement, shall be contingent upon: Tenant furnishing City with a copy of each proposed
sublease and City approval thereof,..”
The City isn’t required to make me aware of all requests for site modifications or subleases, but
frequently does. Since this site modification/sublease was unknown to me, I thought it would be
worthwhile to make sure the City was aware.

The current Project Description provided by Vertical Bridge and TEP shows the Dish Network
equipment on a concrete pad on the south side of the tower (closest to the Bremerton Reservoir).
However, the equipment is not labeled to show ownership or lessee.
