Themainchangetothemodelthreshold isas follows: Theminimumthreshold forrequiringa business licenseforout-of-citybusinesseswill increasefrom $2,000to $4,000and adjustingforinflation thereafter. Requireano-feelicenseforallbusinessesunder theminimumthreshold.
