Subject: Letter of Engagement – Frontloaded Vacation and Sick Leave
This Memorandum of Understanding (MOU) is entered into by and between the City of
Bremerton (hereinafter “the Employer”) and Teamsters Local 589 (hereinafter “the Union”).
Background - Dominic Fantauzzo’s letter of engagement dated July 11, 2025, contained an
error regarding the description of vacation and sick leave benefits. Specifically, the letter stated
that the Employee’s benefits would include an additional forty (40) hours of vacation leave and
twenty (20) hours of sick leave.
Agreement - To ensure consistency with the aforementioned Letter of Engagement, the City and
the Union agree to the following:
1.Vacation Leave
Pursuant to Article 9.1 of the applicable Collective Bargaining Agreement, the Employee
shall receive forty (40) hours of frontloaded vacation leave upon hire.
2.Sick Leave
Pursuant to Article 11.1 of the applicable Collective Bargaining Agreement, the
Employee shall receive twenty (20) hours of frontloaded sick leave upon hire.
3.Leave Accruals
The City will add the regular leave accruals to the Employee’s leave banks retro to his
start date of July 23, 2025.
Going forward, all negotiated front-load agreements will read as follows:
•Pursuant to Article 9.1, the Employer and Employee have agreed to a frontloaded
vacation balance of ___ hours. No additional vacation leave shall accrue until the
Employee has been employed for a period sufficient to have otherwise accrued the
frontloaded amount.
•Pursuant to Article 11.1, the Employer and Employee have agreed to a frontloaded sick
leave balance of ___ hours. No additional sick leave shall accrue until the Employee has
been employed for a period sufficient to have otherwise accrued the frontloaded amount.
The above agreement is non-precedent setting and shall not be deemed to bind any party to take
similar action in any subsequent matter. The remaining provisions of this Agreement shall remain
in full force and effect.
