SUMMARY:The City will be advertising for construction of the Eastside Treatment Plant UV
Replacement Project in late February 2026. The ultraviolet (UV) disinfection equipment takes
approximately 6 months to manufacture and must be pre-purchased to install the equipment during
summer 2026. This project is funded by a State Revolving Fund (SRF) loan and the City has
received authorization from the Department of Ecology to pre-purchase this equipment, which allows
the equipment to be reimbursed under the loan.

Trojan Technologies (TT) was the least cost, best alternative. A Request for Bids (RFB) was sent to
TT on August 28, 2025. A bid for $747,845.28 was received on September 26, 2025.

Project is identified in the Wastewater Capital Improvement Plan (CIP), with a totalbudget of $4.97M.
This project is partially funded by a $3.96M CWSRF loan.

RECOMMENDED MOTION:
Move to authorize the Mayor to approve the Agreement with Trojan
Technologies for the purchase of equipment for the Eastside Treatment Plant UV Replacement
Project in an amount not to exceed $747,845.28.
COUNCIL ACTION: Approve Deny Table Continue No Action
