SUMMARY:
The 20252030Capital Improvement Plan(CIP)includes programmed funding for active
thth
transportation improvements along 6Street including a portion of Kitsap Way east of 11Street.
The project scope of work consists of a roadway re-channelization to incorporate on-street bike lanes
and improve safety for all users.In 2024, the City submitted a funding request through the WSDOT
Pedestrian & Bicycle grant program for right-of-way and construction phases of the project. The City
was notified by WSDOT in early 2025 that the project was selected to receive $3.16million in funding
through the Pedestrian & Bicycle Safety Program. The grant funding would only be allocated to right-
of-way and constructionphases as preliminary engineering is locally funded.The grant does not
require any matching local funds.The offered grant will be in WSDOT Standard Forms, with their
standard terms and conditions.

STUDY SESSION ACTION:Consent Agenda General Business Public Hearing
RECOMMENDED MOTION:
Move to approve the Grant Agreement with the Washington State Department of Transportation; and
authorize the Mayor to finalize and execute the agreement with substantially the same terms and
conditions as presented.
