APPENDIX A
SCOPE OF WORK FOR MODIFICATION NO. 5 TO CITY CONTACT NO. 5910
PINE ROAD SUB-BASIN STORMWATER IMPROVEMENTS
Herrera Environmental Consultants (Herrera) is assisting the City of Bremerton (City) with work
on the Pine Road Basin Stormwater Improvements Project. As the work of the project team has
evolved, some aspects of it are beyond what was originally scoped and budgeted for. This
memorandum describes additional project scope and budget for work performed by the
Consultant Team (Herrera, Stantec, CRC, AESI, PSM, and AES Consultants, Inc.), supporting a
request for additional funds. Issues that necessitated the changes in scope are:
•Value Engineering of Outfall Design – During 2023 the temporary vertical shoring was
identified as a high-cost item. Herrera supported the City in evaluating an alternative
construction method that substitutes the vertical shoring with open cut excavation, and
is supporting the City with related design revisions. This value engineering work
increases the level of effort for design, by requiring revision to engineering and
landscape plans, specifications, and estimate. The intent of this work is to simplify
construction and reduce construction cost.
TASK 16– MARINE OUTFALL – BID PACKAGE
Herrera revised the 100% design package to accommodate open cut excavation including the
following:
•In coordination with geotechnical engineer, Herrera defined anticipated extents of over-
excavation to evaluate feasibility and risks associated with open-cut excavation when
compared to vertical shoring.
•Revised design plans and sections to include open-cut excavation including updates to
the plan, sections, and profiles
•Revised roadway restoration plan, including proposed pavement section, pavement
markings, and guard rail construction.
•Revised landscape plans for new project footprint and plant palette.
•Designed for support of existing utilities during excavation.
•Designed additional permanent erosion control measures, including geocell soil
containment along the marine shoreline and plant palette.
•Reviewed and incorporated new City special provisions template.
•Revised special provisions, including new special provisions for traffic control, utility
support, pavement markings, permanent signing, and geocell.
