CONTRACT AMENDMENT #5
SCOPE OF WORK AND FEE ESTIMATE
for
Warren Avenue Bridge Pedestrian Improvements
Bremerton, WA
Prepared For: Shane Weber, PE
City of Bremerton
345 6th Street, Suite 100
Bremerton, WA 98337
Prepared By: Aaron Knight, PE, Project Manager
Date Prepared: January 16, 2024
OVERVIEW
The feasibility and alternatives analysis concluded in August of 2023 with the recommendation of a preferred
alternative, “Alternative 2,” to Bremerton City Council. The City Council introduced and approved a new bridge
widening configuration that was not evaluated in the feasibility analysis. The new configuration has been
referred to as “Alternative X” and was approved by City Council via Resolution 3363 on August 2nd, 2023.
On October 23rd, 2023, WSDOT held a field test to evaluate the capabilities (and limitations) of their existing
UBIT on the Warren Avenue Bridge. As a result of WSDOT’s evaluation, it was concluded that WSDOT’s A62
model UBIT was more limited than previously stated by WSDOT and as documented in the feasibility analysis. It
was also determined that several of the alternatives reviewed in the feasibility study, and of the approved
“Alternative X”, would need to have modification to existing catwalks and addition of new catwalks to the bridge
to meet WSDOT’s inspection requirements.
The feasibility and alternatives analysis draft final report was completed in September 2023 and reviewed by the
City with no comments. The City has requested that a memorandum be prepared to addend the feasibility and
analysis report to address the addition of Alternative X by City Council, and the new information provided by
WSDOT’s field test evaluation. The memo will also document the conversations with WSDOT for assumptions in
bridge loading criteria.
