SCOPE OF WORK AND FEE ESTIMATE
for
Warren Avenue Bridge Pedestrian Improvements
Bremerton, WA
Prepared For: Vicki Grover, PE
City of Bremerton
345 6th Street, Suite 100
Bremerton, WA 98337
Prepared By: Aaron Knight, PE, Project Manager
Date Prepared: September 26, 2022
OVERVIEW
The feasibility and alternatives analysis has concluded the evaluation of the four alternatives identified by the
City as included in the original scope of work. At the request of the City, five additional alternatives will be
developed, three of which will receive a structural evaluation, in addition to other tasks as specified herein.
This Contract Amendment adds the following work:
1. Add three additional alternatives to the structural feasibility analysis
a. Alternative 2 - 10-foot sidewalk on both sides
b. (new) Alternative 7 – 12-foot sidewalk on the west side of the bridge, including a tunnel under
SR303 near 18th Street
c. (new) Alternative 8 – 10-foot shared use path (14-foot total width) west side of the bridge,
including a tunnel under SR303 near 18th Street
2. Preparation of a technical memorandum by Sargent Engineers to summarize Alternative 5 requiring a
seismic retrofit for the bridge.
3. Preparation of language in the report document defining Alternative 6 as a bicycle lane on the bridge
deck and separated sidewalk. A technical memorandum will be prepared by Sargent Engineers to
summarize Alternative 6 requiring a seismic retrofit for the bridge.
4. Add all five of the aforementioned alternatives into the project alternative analysis report.
5. Meetings with Washington Department of Fish and Wildlife to scope the level of effort for addressing
impacts to nesting cormorants on the bridge

6. Additional Public Involvement efforts:
a. Increased level of effort for stakeholder and public outreach events resulting from the additional
project alternatives.
b. Add one (1) additional in-person stakeholder meeting
c. Revise one (1) of the community open house events to be in-person instead of virtual
7. Extension of the project duration through February 2023. Management Reserve Request #1 extended
the project duration through October 2022, therefore this amendment will add four (4) additional
months.
This contract amendment will also cover costs already incurred for the following tasks. Note that the schedule
impacts on additional project management effort was previously addressed in Management Reserve Request #1
(June 2022).
1.Project Website and Stakeholder Survey Launch: The website launch and stakeholder survey were
scheduled to be completed in September 2021, but were delayed until January/February 2022 due to
extended City review and scheduling conflicts. The additional effort associated with additional reviews
and updates to the deliverables is included.
2.Stakeholder Survey Review: the stakeholder survey was shared by members of the project stakeholder
group with the general public. This resulted in approximately 700 additional responses beyond the 30
(or so) anticipated. There was a delay of approximately two months in the project schedule while this
data was processed, and the team determined how to proceed. This concluded with the hosting of an
additional stakeholder meeting to receive their direction for how to proceed.
All assumptions and deliverables included in the original scope of work shall still apply, unless modified herein.
