BREMERTON WAYFINDING PLAN
CONTRACT AMENDMENT PROPOSAL
June 6, 2023
To: Katie Ketterer
Organization: City of Bremerton
From: Kristen Lohse, ASLA
Katie,
We are pleased to provide this amendment to cover the design of the 14 additional signs, referred to a Phase II,
along with the project map that will be incorporated into select signs. We are requesting the following additional
fee; the scope is described below. We have also attached a breakdown by hours for reference.
Task 1.2 $2,242 – Additional project management for the extension of the project
Task 7.2 $2,982 - Draft Sign Layouts – Focused on the additional 14 signs
Task 7.3 $2,322 - Production Ready Sign Artwork – Focused on the additional 14 signs
Task 7.4 $4,788 - Final Sign Package – Focused on the additional 14 signs
Subtotal: $12,334
Task 7.5 $13,694 - Map development and Creation
Total Additional Service Request: $26,028
Construction Administration and Management Reserve: $10K
SCOPE OF WORK
Amendment Request: Tasks 7.2-7.4
The remaining work for the additional 14 signs includes messaging, layouts, and location-specific issues such as
coordination of the appropriate details for different post types, etc.
New Task: 7.5 Map Development and Map Graphics (optional task)
Toole Design will develop a stylized system map for use in the wayfinding signs, similar to the example shown in
Figure 1. The map will feature elements like streets, building footprints, public destinations, and walking radius.
Extents will be confirmed in the first meeting but are roughly estimated to consist of:
a. Downtown Bremerton, bounded by the water from to the south and east, 11th Street to the north, and
Broadway Avenue to the west
b. Manette business district, bounded by the waterfront to the south, east, and west, and 13th Street to the
north

Development will include:
• One conceptual presentation (meeting) of up
to (3) options for the City’s review and
approval, to establish graphic treatment of
maps, including color, symbols, typography,
and landmark style. Map extents will be
confirmed at this meeting
• A draft layout of one map location based on
feedback from the conceptual presentation, as
well as rough layouts (including all content,
without full stylization) for the remaining
locations for confirmation of content. All maps
to be developed in ‘heads up’ fashion
according to wayfinding best practices,
meaning that orientation of the maps will be
determined by the direction the sign will be facing.
• Draft layouts of all map locations delivered as PDF files for client review.
• Client to compile feedback from any and all necessary stakeholders into clear direction for design team.
• Toole Design to complete one round of revisions based on compiled comments.
• Upon approval of the first full map, design team will finalize look and feel of all map locations and submit
draft of the full set.
• Toole Design will prepare final map files based on compiled client feedback, and provide final artwork in
Adobe Illustrator format, as well as incorporate layouts into Design Intent package.
The final fee for this work will depend on the quality and completeness of the City’s GIS data. Project Manager will
confirm upon receipt of GIS data. Please note that this estimate does not include providing any accommodations
for people with vision disabilities on those maps.
Construction Administration and Management Reserve: $10K
Please note that it is expected that fabricator will complete shop drawings, including engineering and any
permitting necessary for the final production of signs. Toole Design can make our designers available for
Construction Administration, including the review of bids, response to RFI’s, review of shop drawings and
samples, and/or review of fabricator’s work for quality and completeness on an hourly basis upon client’s request.
We estimate that this effort would be valued at approximately $10K.
OTHER FEE ADJUSTMENTS
Management Reserve
As you are aware, we planned the locations of both the original 25 signs (Phase 1) along with the additional 14
signs (Phase 11). Thus we have expended the management reserve to cover the sign location work and
adjustments. We are assuming the sign location work to be complete now and that no revisions are needed.

We negotiated with BERK to shift their remaining fee to us, approximately $2,600, to cover the engagement work
that they were not able to carry out including Toole Design staff attending in person engagement activities that
their staff was not available to attend.
