replace the existing building oil-fired boiler system and perimeter radiators (heating
only) with split system heat pumps to provide both heating and cooling and a separate
ventilation air system to meet current code mechanical ventilation requirements.
Improvements to the building mechanical systems shall be provided without requiring
the building envelope to be upgraded to meet all current Washington State Energy
Code (WSEC) requirements consistent with requirements of Chapter 5, Article C501.6
Historic Buildings, which allows the Building Official to modify specific requirements of

demand ammeters, 30 days, to establish current demand loads as allowed
by the NEC for existing electrical service load calculations when adding
new equipment to existing electrical systems.
o Electrical scope shall include field verification of existing conditions and
As-Built existing electrical on-line power riser to include utility connection,
CT Can, meter, service entrance panel and any existing branch panels.
Metered demand loads will be utilized to establish existing calculated
loads on the electrical system.
Architectural scope shall be provided by LNS Engineers, Inc.
o Architectural scope shall be limited to providing technical support for
specifying building insulation to be added to the attic areas, details for the
enclosed fan coil units in the casework, and details for extension of the
enclosure in the Reading Room for routing of ventilation air ductwork.
Details, as required, will be included on the mechanical drawings.
LNS Engineers, Inc. shall provide drawings based on the available architectural
drawings of the building which will be utilized for preparation of autocad
drawings.
LNS Engineers, Inc. shall provide project specification for bidding to include
Division 23 for the HVAC work scope. Electrical and Architectural specification
