The existing 1927 vintage 3-foot concrete box culvert crossing Kitsap Way is undersized and a listed
fish barrier. This project will replace this existing culvert with a new three -sided box culvert with a 17-
foot clear span and 8-foot height. Bids were opened for the project on January 26, 2021 and 12 Bids
were received. Active Construction, Inc., (ACI) is the lowest responsive, responsible bidder with their
base bid totaling $1,725,725.00, including sales tax. Staff recommends award of the Kitsap Way
Ostrich Creek) Culvert Replacement Construction Contract to ACI., Inc.

FISCAL IMPACTS (Include Budgeted Amount):
The Kitsap Way Culvert Replacement Project # 869 is funded by a Public Works Trust Fund Loan
4,687,968) to the Stormwater Fund. The remainder of the loan amount is funding the culvert
replacements at Price and Brentwood Roads which will be bid for construction in 2022.

RECOMMENDED MOTION:
Move to award the contract to ACI for the Kitsap Way Culvert Replacement Project, in the amount of
1,725,725.00, and authorize the Mayor to finalize and execute the agreement with substantially the
same terms and conditions as presented.
