IMPORTANT INFORMATION FOR COMPLETING VOUCHERS FOR REIMBURSMENT
The Grant Agreement describes the points at which your grant funds may be disbursed
to you. This is referenced in Grant Agreement Section 8 Billing Procedures and
Payment.
Important information and things to remember:
The Grantee, using the online A19 process, initiates disbursements.
Funds will be disbursed on a reimbursement-basis only.
Eligible expenses incurred after the Earliest Date for Construction
Reimbursement date as identified on the Grant Agreement Declarations page are
eligible for reimbursement.
A completed Project Status Report and Expenditure Projections form is
required with each A19.
Each A19 may include costs incurred over an extended period, but may not be
submitted more frequently than once a month.
Your Project Manager will review your A19 once all required materials have been
received.
A19s must include backup documentation that supports evidence of costs incurred.
Documentation may include bills or receipts from subcontractors or sub-subcontractors.
Check all backup documentation to determine whether the costs are eligible per
Grant Agreement Section 7 Expenditures Eligible for Reimbursement. Your
Project Manager must deduct ineligible costs from your request.
Circle the total on each invoice that you are requesting reimbursement for.
Use a spreadsheet to total the amounts of each invoice and submit the
spreadsheet summary with your A19.
Disbursements for construction activities are not allowed until documentation has
been received by your Project Manager indicating that all of the following conditions
have been met:
Proof of compliance with Governor's Executive Order 05-05 or Section 106 of the
National Historic Preservation Act, as described in Grant Agreement Section 18.
Evidence of site control through a long-term lease or ownership, for 10 years
after final payment.
Other conditions as required.
If you have any questions regarding these conditions, please contact your Project
Manager Mara Isaacson at mara.isaacson@commerce.wa.gov or (360)742-7665.
