SUMMARY: Council previously approved the Municipal Court to purchase OCourt. OCourt works
with an electronic document management solution (EDMS) for paperless processing, storing,
retrieving, and purging. Several EDMS are approved by the State Archives, with Laserfiche being
one of the software systems. The City currently has Laserfiche through Cities Digital. The Municipal
Court has requested to upgrade the current Laserfiche version to the Avante version which includes
workflow. With the upgrade, staff examined how the newer version can be utilized citywide and
possibly replace current processes or software. Staff has currently identified Finance, City Clerk, and
Police Department needs for the upgraded version in addition to the Municipal Court.
ATTACHMENTS: Quote, Proposal, and Court workflow processes.
FISCAL IMPACTS (Include Budgeted Amount): The cost is $36,860.69 including Washington Sales
Tax and projected trade-in discounts. $15,000 will come from the Trial Improvement Fund. $8,500 is
currently budgeted in 2017 for Laserfiche Maintenance in the IT Fund. There is sufficient ending
balance in the IT Fund for the additional $15,000.

Move to approve the purchase of Laserfiche Avante Software, Annual Maintenance, and Licensing
from Cities Digital not to exceed $38,500.00 including Washington State Sales Tax.
