SUMMARY:This project will construct an upland sewer system and eliminate approximately 1500
th
feet of beach sewer and connections for properties between E. 16Street and the Manette Bridge in
East Bremerton. The new upland sewer system will consist of a City municipal pump station at the
th
end of E. 16Street and low pressure sewers and grinder pumps to serve the properties along
Marlow Avenue and Wheaton Way that currently discharge to the beach sewer.
The City received two (2) bids, which were opened on May 13, 2025.Active Constructionwas the
lowest responsible, responsive bidderfor$4,085,085 (which includes sales tax).

FISCAL IMPACTS(Include Budgeted Amount):This project is included in the Wastewater CIP as
Project ID# WW00004with a $6.35M budget.
STUDY SESSION ACTION:Consent Agenda General Business Public Hearing
RECOMMENDED MOTION:Move to award the contract for Decommission Beach Sewer from OF-4
to EB-2to Active Construction, Inc.in the amount of $4,085,085,and authorize the Mayor to finalize
and execute the agreement with substantially the same terms and conditions as presented.
