SUMMARY:
The Central Bremerton Force Main conveys wastewater from downtown Bremerton and the U.S.
Navybase to the wastewater treatment plant. Failures along the main were discovered in
December 2023. The projectincludes replacing approximately 3100 feet ofthe existing 14-inch
st
ductile iron main along Gregory Way, Naval Avenue, and 1Street with14-inch and 18-inch PVC
pipe.
The City received 4 bids,which were opened on May 7, 2025andrangedin cost from $3.69M to
$4.04M. Sound Pacific Construction, LLC is the lowest responsive, responsible bidder at
$3,699,974.46, which includes sales tax.

FISCAL IMPACTS(Include Budgeted Amount):This project is included in the Wastewater CIP as
with a $8.0M budget. The construction is fully funded by a federal grant through the Office of Local
Defense Community Cooperation (OLDCC).
STUDY SESSION ACTION:Consent Agenda General Business Public Hearing
RECOMMENDED MOTION:
Move to award the contract for the Central Bremerton Force Main Replacement Project to Sound
Pacific Construction, LLC in the amount of $3,699,974.46, including sales tax, and authorize the
Mayor to finalize and execute the agreement with substantially thesame terms and conditions as
presented.
