PUBLIC HEARING
PRESENT: Jan Hillman, David Grindstaff, Mariwyn Tinsley, Joanne Morris, HR Staff-
Charlotte Belmore, Assistant City Attorney Simon Stocker, Assistant City
Treasurer Cathy Johnson
ABSENT: Alan Strange
The Public Hearing was called to order at 5:30 p.m.
Approval of Minutes: M/S/C/U (Tinsley/Grindstaff)
Present Draft Ordinance: Jan Hillman read the draft ordinance into the record:
“Whereas, the Citizen Commission on Council Salaries has conducted public hearings
pursuant to City Charter Section 8, and finds that the current salary for Council members
is sufficient and that the Council President's administrative responsibility for managing
the Council office and the business of the Council demands and (that should be an)
extraordinary commitment of time and effort beyond normal duties of a council member
and therefore the additional stipend of $25 for this position should be increased by $25.”
Open for Public Input:
st
Del Knauss: “Just a quick question, we’re suppose to have this scheduled filed by May 1 and your
going to schedule one more hearing?”
Mariwyn Tinsley: “We already have it.”
Del Knauss: “And, It’s been advertised?”
Charlotte Belmore: “Yes.”
Del Knauss: “Good, ok, cause all I remember is the first one. So everything is good there. The only
other thing I want to point out is, the closest city to us with a population and government base similar to
us, we got the Shipyard. They’ve got all the government offices down in Olympia and if you notice
Olympia’s pay is still below us and now we’re bumping just the President, I understand its only twenty-five
bucks. But, I truly believe in my heart we’re going to come mid tax time and maybe at the end of the year

this city is really going to be hurting financially and I really urge the pay commission to pay attention to it.
It sounds like .002%, but when it comes time to maybe letting a city employee go then it’s really going to
smack you in the face. Thanks for your time.
Jan Hillman: “At this time I don’t anticipate anymore public comment. So, I will close the Public
Comment section. And, is there any discussion that anybody has regarding any of the documents we
have?”
Mariwyn Tinsley: “I think that we’ve researched this from this year to last year and twenty-five dollars
seems a reasonable amount. Its three hundred and fifty dollars for the year that we’re talking about and it
would be my recommendations that we carry on with the ordinance that we have drafted.”
David Grindstaff: “I’m in agreement with that.”
Joanne Morris: “I agree too.”
Jan Hillman: “We have consensus. Anything else.”
th
Mariwyn Tinsley: “We need to have one more Public Hearing which is schedule for April 24.”
Jan Hillman: “With that, I think were pretty much done. Is there anything you would like to share,
because I think we’ve pretty much heard everything? We’ve heard the financial end of it already; we
know the legal end of it already; I don’t know if there’s anything else that needs to be”
Simon Stocker: “The ordinance reflects what you believe should be passed at the next meeting, than
without any modifications or amendments?”
Jan Hillman: “There was a typo but that’s pretty small.”
Simon Stocker: “Then you can pass it and then file it after the next hearing.”
Meeting Adjourned: 5:36 PM.
