STUDY SESSION
PRESENT: Jan Hillman, Joanne Morris, Alan Strange, Mariwyn Tinsley, HR
Staff-Charlotte Belmore
ABSENT: David Grindstaff
The meeting began with short introductions.
Ms. Belmore asked if there was anyone who would like to volunteer for the
position of Chair and both Jan Hillman and Alan Strange indicated they would
be interested. After a short discussion there was a motion that Jan Hillman be
elected as Commission Chair: M/S/C/U (Tinsley/Morris).
The Commission briefly discussed the terms of the members. All members are
new to the Commission and per City Charter members should be appointed to
the following terms two (2) four year terms, two (2) three year terms and one (1)
two year term. It was decided that this will need to be looked into further.
Jan Hillman distributed a spreadsheet that showed the average per capita for
each of the cities previously surveyed. While discussing Council salaries the
Commission requested that the HR staff gather the following information:
Verify the City of Bremerton’s current population.
Find out whether any of the council members will benefit from the Public
Employees Retirement Systems.
Make copies of the last Commission on Council Salaries information for
them to review.
Get a summary copy of the City’s 2003 budget and see if the City
Treasurer is available to attend the next study session.
Can the Commission make available an increase for those Council
members enrolled or who want to enroll in PERS and not the other
Council members?
Survey Yakima, Richland, Pasco and Wenatchee.
The meeting adjourned at 6:47 p.m.

Approximately how many meetings does each Council member attend
each month?
Find out whether any recommendation for an ordinance would have to
be brought before the City Council.
The Commission expressed some concerns regarding the City’s budget. They
would like to find out how an increase in salary for the Council might affect the
rest of the City’s budget. Charlotte said she would request that the City
Treasurer attend the next Study Session.
There was discussion regarding the Public Hearings and whether the time
each member of the public would be allowed to speak should be limited. It
was decided that if there are a lot of people who want to speak time will be
limited to three minutes per person. If not, they would be allowed to speak
without a time limit (within reason). It was also decided that prior to speaking
they will be required to complete informational cards.
The meeting adjourned at 6:47 p.m.
