SUMMARY:This project will remedy an ongoing challenging maintenance and potential
environmental concern for the sewer along TracytonBeach Road in East Bremerton. This4,000 feet
of 8-inch diameter sewer requires weekly maintenance by City operations staff due to the low flow
velocities through the sewer pipeline. The purpose of the proposed design is to remedy this by
increasing the flowratethrough the sewer main using pumps toimprove sewer flow velocity. The
benefits of this project include reduced operations and maintenance costs, reduction in the possibility
of SSOs, reduction in sewer odors and decreased riskto O&M staff.
Kennedy Jenks has completed a Preliminary Design Technical Memorandum that describes several
approaches to the project and the preferred alternative which is the basis for the Final Design.

FISCAL IMPACTS(Include Budgeted Amount):The TracytonBeach Main Conversion project is
identifiedin the 2025-2030 Capital Improvement Program as CIPProject ID# WW00036for $5.0M.
This project is currently approved for a low interest SFR Loan (Agreement No. WQC-2023-BremPW-
00148) through the Department of Ecology for $5.008M.
The Final Design proposal scope of work is$758,036.
STUDY SESSION ACTION:Consent Agenda General Business Public Hearing
RECOMMENDED MOTION:Move to award the Professional Services Agreement with Kennedy
Jenks for the Tracyton Beach Road Sewer Improvements Projectin the amount of $758,036,
including sales tax;and authorize the Mayor to finalize and execute the agreement with substantially
the same terms and conditions as presented.
