SUMMARY:Bids were opened for the project on November14, 2024and 7bids were received.
CeccantiInc, is the lowest responsive, responsible bidder with their bid totaling$3,995,896.32,
including sales tax. The Washington State Department of Transportation is required to concur with
the City's recommendation to award the contract, and the City is currently awaiting that concurrence.
The contract is in WSDOT standard formatas required for Federal Aid Projects. The project includes
asphalt pavement repair, asphaltplaning, fiber reinforced HMA pavementoverlay, ADA curb ramp
demolition and reconstruction,installation of new water main line with service connections,
abandonment of existing watermain, stormwater system modifications, combined sewer separation,
installation of a new traffic signal with vehicle detection systems, pavement markings,andsigning
and traffic controlbetween Warren Avenue and NavalAvenue.

FISCAL IMPACTS(Include Budgeted Amount): This project cost is included in the Transportation
Capital Projects (TransCap) budget.

RECOMMENDED MOTION:
Move to award the Local Agency Contract with Ceccanti, Inc. for the 6th Street Phase III Pavement
Preservation Project in the amount of $3,995,896.32, including sales tax;and authorize theMayor to
finalize and execute the agreement with substantially the same terms and conditions as presented,
upon concurrence from WSDOT.
