EXHIBIT A WEST NARROWS BASIN STORMWATER MANAGEMENT ACTION PLAN Scope of Work INTRODUCTION This Scope of Work describes work to be performed to assist the City of Bremerton in preparing the West Narrows Basin Stormwater Management Action Plan (SMAP). The West Narrows basin consists of approximately 920-acres in west Bremerton that is generally located north of 11th Street between Rocky Point to the east and the Port Washington Narrows to the west. The West Narrows basin drains to Phinney Bay, Anderson Cove, Smith Cove and portions of the Port Washington Narrows (see Figure 1, attached). The goal of the West Narrows basin SMAP is to assess current stormwater related conditions and problem areas, evaluate potential alternative solutions, identify potential cost-effective improvements, and develop planning level schematic concepts and cost estimates. The SMAP will address the following specific issues: • Planning level options to reduce Combined Sewer Overflows (CSOs) in the Pennsylvania Avenue and Callow Avenue 5 areas (see attached Figure 1); • Planning level options to mitigate periodic flooding issues in the Warren Avenue, Anderson Cove, and Phinney Bay basins; and • Planning level options for prioritized stormwater quality treatment retrofits at multiple locations throughout the West Narrows study area. The SMAP will provide documentation sufficient to support Capital Improvement Plan (CIP) programming, scoping future preliminary and final design for specific projects, and future grant applications. The project scope requires the Consultant to meet the City's schedule with a final delivery of all tasks by August 31, 2025. GENERAL LEVEL OF EFFORT ASSUMPTIONS The general level of effort assumes that the work will be closely coordinated between City staff and the Consultant. The following elements and work activities are anticipated to be provided by the City: • GIS mapping including basin maps and collection/conveyance system maps, • Prior reports, including flow monitoring and overflow data for CSOs, as applicable. The West Narrows basin SMAP will build on the findings of the city-wide 2023 Receiving Water Assessment and Prioritization. The Consultant will provide basin evaluation/assessment and preliminary retrofit project screening in collaboration with the City, as well as report preparation and, if warranted, engineering consultant coordination, which may occur at the City's sole discretion as part of a future contract amendment. The Consultant will provide basin evaluation, project planning, design scoping for specific future stormwater improvement projects, identify 09-06-24 1 Scope of work Docusign Envelope ID:7386E5A5-1849-4E90-A123-A56C1864AC86 City of Bremerton West Narrows Basin SMAP hydrologic/hydraulic modeling needs, and develop the scope of work for future preliminary engineering and cost estimates for specific projects.
