SUMMARY:On June 5,2024City Council approved the 2025CDBG/HOME Policy Plan outlining the
CDBG and HOME funding allocation process. Based on that policy, the Project Review Committee
(PRC) has developed the 2025funding recommendations for Council consideration and approval. If
approved, these submissions will be sent to the Department of Housing and Urban Development
The following projectsare recommended for CDBG funding:City of Bremerton Public Works
DepartmentPedestrian Priority Network improvements,Kitsap Community ResourcesWeatherization
and Minor Home Repair, Kitsap Community Resources BE$Tprogram, roof and foundation repair for
the Marvin Williams Center, and the BOOST Microenterprise program by Upwards.
The following projectis recommended for HOME funding:Acquisition of 23 units by Bremerton Housing
Authority at 3256 Wheaton Way, Bremerton, WA 98310Wheaton Landing Apartments

FISCAL IMPACTS(Include Budgeted Amount): None. Block Grant is a pass-through funding from
the Department of Housing and Urban Development, and Federal Department of Treasury.

RECOMMENDED MOTION:
Move to pass Resolution No. 3389approving the 2025funding recommendations to be included in
the 2025Action Plan to HUD;and authorize the Mayor to finalize and execute the agency grant
agreements with substantially the same terms and conditions as presented.
