PROJECT ASSUMPTIONS This scope of work is based on the following general assumptions: Contracting  Anticipated design schedule from July 1st, 2024 to July 31st, 2026 (24 months). Construction Ad date anticipated for April 2026.  The project does not include Federal funding. Should the project receive Federal Funding, an amendment to this scope of work may be required.  Right of way and temporary easements, if required, will be identified during the 30% design phase. Right of way acquisition, negotiations, and document preparation are not included in this scope of work.  Right of entry onto private property for field activities is not included in this scope of work.  Changes to walkway width prior to notice to proceed will not require a contract amendment. Should the width of the proposed walkways change following the completion of scope elements herein, a contract amendment may be required.  All word documents, excel spreadsheets, and project schedules will be completed using the Consultant’s latest version of Microsoft Word, Microsoft Excel, and Microsoft Project.  Structural engineering and PS&E for on-bridge structures will be provided by WSDOT.  Geotechnical engineering will be provided by WSDOT. Applicable Regulations & Permitting  The project does not require any federal permitting, including but not limited to: Section 10, Section 9 or NEPA.  The City will be responsible for all permit fees, which will be invoiced to the City directly. Utilities  This site requires greater than 5,000 SF of new impervious surface. However, surface water discharge from the proposed project improvements discharges directly to the Puget Sound Receiving Water Body, therefore flow control is not required. Less than 5,000 SF of new pollution generating impervious surface is anticipated, therefore water quality treatment is not anticipated. Should design of flow control or water quality facilities be required, an amendment to this scope of work will be required.  Stormwater reporting will follow the WSDOT Highway Runoff Manual (HRM) requirements. One stormwater report will be prepared to WSDOT requirements. Should additional stormwater reporting be required by the City, an amendment to this scope of work will be required.  Stormwater system design will be limited to replacement of existing catch basins at the north end of the bridge due to modified curb alignment. It is assumed that exiting pipe crossing the roadway and the outlet pipe to the east will not be modified. PASSED by the City Council of the City of Bremerton, Washington this _____ day of __________________, 2024. JENNIFER CHAMBERLIN, Council President APPROVED AS TO FORM: ATTEST: KYLIE J. FINNELL, City Attorney ANGELA HOOVER, City Clerk Published for August 14 Study Session Item B5 Public Comments From: George and Sara Nell Davis <sngdavis@wavecable.com> Sent: Wednesday, August 7, 2024 8:52 PM To: City Council <City.Council@ci.bremerton.wa.us> Subject: Harrison neighbor naming August 7, 2024 To the Bremerton City Council: The trustees of the Kitsap History Museum wish to express their gratitude to Denise Frey for her successful effort to remember the contribution to our community of Benjamin and Angie Harrison with the naming of the former Bremerton hospital area “Harrison Heights.” Museum trustees were glad to help support Denise’s campaign to preserve the Harrison name. When what is now St. Michaels Hospital dropped the Harrison name, the museum board sent a letter to the Kitsap Sun conveying their disappointment that the Harrisons’ remarkable legacy would be no longer recognized by the medical community they helped establish. The museum board is pleased that the Harrisons' legacy will now continue to be honored with the Harrison Heights neighborhood naming.. Sara Nell Davis Secretary, on behalf of the Kitsap Museum Board of Trustees June 24, 2020 Harrisons’ history should be preserved Jeff Coughlin and Sara Nell Davis, Kitsap County Historical Society The Kitsap County Historical Society is dismayed by the news in the Kitsap Sun that the name of Harrison Hospital has been changed to St. Michael. The association of the Harrison name with Kitsap’s local hospital goes back to the flu pandemic of 1918, when Angie Harrison volunteered as a nurse at the First Methodist Church in Bremerton, a makeshift hospital for the sick and dying. Both she and her husband, Benjamin, Bremerton’s First National Bank president, became committed hospital supporters and major shareholders in the local hospital. In 1942 the Harrisons formed a non-profit charitable corporation to which they donated generously, creating the first Harrison Memorial Hospital at Eighth Street and Chester Avenue. In 1956, the corporation took over the Navy’s WWII-era Puget Sound Naval Hospital at Sixth and Marion — they renamed it Harrison Memorial Hospital in order to be the beneficiary of the Harrison bequest. It is our understanding that the Harrison will requests that it bear their name in perpetuity. Benjamin died in 1946 at the age of 82. Angie lived to be 97, passing away in 1960. An impressive memorial marks their resting place in Bremerton’s Ivy Green Cemetery, but the true memorial to their selflessness is the legacy of their name in our community. When needed most, the Harrisons stepped up, creating an inspirational legacy spanning over 100 years. The Harrisons’ story is integral to our county's history. We strongly support any action to maintain their name and preserve the history behind it. AGENDA BILL CITY OF BREMERTON CITY COUNCIL SUBJECT: Study Session Date: August 14, 2024 Ordinance No. 5497 to amend BMC Chapters 3.78, 6.32, and 20.04 due to the renaming of the Eastside Village Subarea Plan to Harrison Heights Subarea Plan COUNCIL MEETING Date: August 21, 2024 Department: DCD Presenter: Garrett Jackson Phone: (360) 473-5289 SUMMARY: City Council adopted Resolution No. 3386 which renamed the Eastside Village Subarea to Harrison Heights Subarea. The name “Eastside Village” appears in several sections of the Bremerton Municipal Code and therefore those references need to be amended to reflect the name change to “Harrison Heights.” For convenience, each amendment is included within one ordinance rather than multiple ordinances. One code section proposed to be amended is located in the Title 20 Zoning Code. Ordinarily, in order to amend the Zoning Code the Planning Commission process would be required. However, BMC 20.18.050 – Minor Corrections – allows for an amendment to the Code that does not result any substantive change to the content or meaning of a code provision to move forward without utilizing the Planning Commission process. ATTACHMENTS: Ordinance No. 5497 FISCAL IMPACTS (Include Budgeted Amount): There are no fiscal impacts associated with this request. STUDY SESSION ACTION: ☐ Consent Agenda ☒ General Business ☐ Public Hearing RECOMMENDED MOTION: Move to pass Ordinance No. 5497 to amend Bremerton Municipal Code Chapters 3.78, 6.32, and 20.04 due to the renaming of the Eastside Village Subarea Plan to Harrison Heights Subarea Plan. WHEREAS, on August 21, 2024, the City Council passed Resolution No. 3386 renaming the Eastside Village Subarea Plan to the Harrison Heights Subarea Plan; and WHEREAS, the name “Eastside Village” appears within three sections of the current Bremerton Municipal Code and the City Council desires to amend those references to reflect the new name of “Harrison Heights;” and WHEREAS, the City Council desires to amend Sections 3.78, 6.32.020, and 20.04.100 in order to reflect the name change to “Harrison Heights;” and WHEREAS, for convenience, all three sections of the Bremerton Municipal Code requiring amendment shall be listed within this single ordinance, rather than three separate ordinances; and WHEREAS, the amendment of Section 20.04.100 would ordinarily require the Planning Commission process, however BMC 20.18.050 allows for “minor corrections” that do not result in any substantive change to the content or meaning of a code provision to move forward without going through the Planning Commission process; and WHEREAS, the following amendments result in no substantive change to the Bremerton Municipal Code and serve only as an update to the name change from “Eastside Village” to “Harrison Heights;” and WHEREAS, the amendment to Section 3.78 of the Bremerton Municipal Code is an amendment to “Figure 3.78(e)” and not an amendment to any substantive text of that code section; NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF BREMERTON, WASHINGTON, DOES HEREBY ORDAIN AS FOLLOWS: SECTION 3.
