SUMMARY:BMC Chapter 2.05, Section 2.05.020 (a) and BMC Chapter 2.17, Section 2.17.020
require Council confirmation for the appointment of the Directorof Parks and Recreation.Council
confirmation is requested to appointTimothy BarkerParks and Recreation.
Mr. Barker has25 years of service in parks and recreation. He has been employed by the City of
Lewiston, Idaho for the past 17years and has held the positionofDirector of Parks and Recreation
for the past 13years.Heheld the position of Assistant Director of Parks and Recreation for 4years
prior to being the director. He hasaRecreationfrom Pacific Lutheran
University, Tacoma and is a Certified Parks and Recreation Professional.
Subject to Council confirmation, astarting salary has been negotiated withMr. Barkerat Pay Band
20Rate 4. Per BMC 2.50.032(a),newly hired persons who report directly to the Mayor require the
approval of City Council when being hired at a rate which exceeds Rate 1.
TheProthman Companyconducted a nationwide search for this positionwhich included placement in
professional publications, journals, websites, social media and direct mailings to hundreds of Parks
and Recreation professionals not actively seeking a change in employment.
Council President Chamberlin, Councilmembers Frey and Coughlin, Parks and Recreation
Commission Chair Burnett and Commissioners Weber and Dawson participated with the Prothman

Council President Chamberlin, with concurrence from Councilmembers Frey and Coughlin, agreed to

FISCAL IMPACTS(Include Budgeted Amount):Annual Salary is $144,735.60. This appointment
does not require a budget adjustment.
RECOMMENDED MOTION:
Move to confirm Timothy Barkeras the Director of Parks and Recreation at Band 20Rate 4of the
salary schedule and authorize the Mayor to finalize and execute the attached Letter of Engagement
with substantially the same terms and conditions as presented.
