SUMMARY:The Administration is seeking to amend the professional services budget within the
Abatement Fund to increase it by $300,000, which will support the abatement actions that the City
Council has authorized.There is adequate balance in the fund to accommodate this increase in
expenditure and no additional funding needs to be allocated.
This year the City Council has authorized several Code Enforcement abatements, andin recent
weeks we have had many successful property clean upsthat have resulted due tothe Council
authorization to abate the nuisances at these properties.The City still has several more properties
that will be progressing through the abatementprocessand we will be receiving bills related to those
actionsin the coming months. At the time that the 2024 budget was established it was unknown how
many properties would be moving forward, andthe budget was established at a level that was
inadequate to support the actions thatwe currently have underwaythat have been authorized by
Council.Most of theexpenses that the City incurs to clean up properties will be filed as liens, and as
such will likely result in eventual repayment of these expenditures back to the Abatement Fund.

FISCAL IMPACTS(Include Budgeted Amount): The $300,000 increase to the Professional
Services budget can be accommodated by the existing Abatement Fund balance, and no additional
resources need to be allocated to the fund.

RECOMMENDED MOTION:
Move to approve the Abatement Fund budget adjustment to increase the Professional Services line
item by $300,000.
COUNCIL ACTION: Approve Deny Table Continue No Action
