SUMMARY:Failurepointsalongthe Central Bremerton ForceMain(CBFM) werediscovered in
December 2023. This critical force mainconveys sewagefrom downtownBremerton andthe East
half of the Puget Sound Naval Shipyard to the wastewater treatment plant. The Cityimmediately
requested proposals from six qualified engineering firms for a preliminary engineering analysisof the
CBFM. The Cityselected Parametrixto prepare the initial analysisandtoassist in determining the
scope of work for detailed design to replace the failed section. The initial analysisiscomplete, the
scope of construction hasbeen determined, andthe Cityhas now received a proposal from
Parametrixfor the detailed design.
Parametrix willdeliverbid-ready detailed design plansand specificationsfor construction of the
project. The scope also includes field survey, permitting support, andsupport during the bidding
process. There are provisionsin the scope for Defense CommunityInfrastructure(DCIP) Grant
assistance and assistance with NEPA environmental approvals if authorized bythe City.

FISCAL IMPACTS(Include BudgetedAmount):Thisisan emergent project and was not
programmed inthe 2024 budget; $800,000 is included in the 2024 mid-yearbudget adjustment. The
initial contract with Parametrixwas$98,420.36 forpreliminarydesign, and this contract for detailed
design isfor $610,030.98.The constructioncost isestimated to be $7,194,000, andthe total project
costincluding consultant costs plus Citystaff time and construction management is estimated at
$7,988,000. The City submitted a DCIP Grant on June 17, 2024 for $7,145,000 tofundthe
construction. The City will receive noticeof grant awardin September 2024.

RECOMMENDED MOTION:Move to award the for Central
Bremerton Force Main Replacement Detailed Design to Parametrix in the amount of $610,030.44,
including sales taxand authorize the Mayor to finalize and execute the agreement with substantially
the same terms and conditions as presented.
