The City of Bremerton requested proposals from four (4) qualified firms on the Municipal Research
and Services Center (MRSC) consultant roster to provide construction management services for the
project Oyster Bay Beach Sewer Upgrades. Only one proposal was received. The proposal was
reviewed and services were accepted. A fee for $262,355 was negotiated. Barker Creek Consulting
previously assisted the City in 2015 for the Washington Avenue Sewer project, which is similar in
nature to the current project.

FISCAL IMPACTS (Include Budgeted Amount): This project is included in the 2021 Wastewater
Capital Budget and is partially funded by a Department of Ecology Clean Water State Revolving
Fund loan.

RECOMMENDED MOTION:
Move to approve the Professional Services Agreement with Barker Creek Consulting LLC to provide
construction management services for Oyster Bay Beach Sewer Upgrades in the amount of
262,355; and authorize the Mayor to finalize and execute the agreement with substantially the same
terms and conditions as presented.
