McDougal Creek has been classified as a Type F (potential fish habitat) stream by the Washington
Department of Fish and Wildlife (WDFW) with the culvert listed as a known obstruction to fish
passage. The culvert is required to be replaced with a structure that is fish passable, unless the City
can demonstrate a lack of habitat in the downstream section, infeasibility of a restoration, and the
difficulties associated with a restoration due to the canyon walls and native materials here.
Stantec Consulting Services, Inc. (Stantec) previously assisted the City with an upstream habitat
assessment of McDougal Creek and comparison to Anderson Creek in 2018. The City wishes to
expand on the 2018 report and provide the additional documentation required by WDFW to allow a
long-term repair of the existing culvert and not require the downstream restoration and replacement
of the culvert at this time. The contract amount is $94,999,22.

RECOMMENDED MOTION:
Move to approve the Professional Services Agreement with Stantec Consulting Services, Inc. for
McDougal Creek/Wheaton Way Culvert Repair Permit Support Plan in the amount of $94,999.22 and
authorize the Mayor to finalize and execute the agreement with substantially the same terms and
conditions as presented.
