SUMMARY:
The Bremerton Municipal Code(BMC) chapter2.13 establishes that the City will have an
land use regulations, conduct
hearings, render decisions, and hear other matters as provided for in the BMC and other ordinances.
In 2023 Alex Sidles, PLLCwas appointed the , and in March
2024 we were notified that Mr. Sidles was being appointed to the Washinton State Growth
Management Hearings Board and would no longer be able to serve as our Examiner after May 31,
2024.
The Department of Community Development sent out a Request for Quotes (RFQ) which closed on
April 26, 2024. Based on the RFQ responses
consideration of cost,Peregrin K. Sorter, Laminar Law, PLLC was selected
new Examiner.The BMC requires that the selection of the Examiner be confirmed by the City
Council.Mayor Wheelerproposes the appointment of the Administrative Hearing Examiner pursuant
to the terms of the attached Professional Services Agreement. The annual cost for this contract will
beapproximately $40,000,with potential additional costs if additionalhearings are required.

RECOMMENDED MOTION:
Move to approve the appointment of Peregrin K. Sorter, Laminar Law PLLC
Administrative Hearing Examiner andauthorize the Mayor finalize and execute the agreement with
substantially the same terms and conditions as presented.
