HomeMy WebLinkAboutContract Modification 2_ Exhibit B - Haddon CDBG_scope change request-JE PARKS & RECREATION March 7, 2024 Re: Haddon Park CDBG Grant Dear Ms. Lynam, I am writing to request a change in scope for the Haddon Park Accessible Playground Project to allow the $132k grant to go towards the accessible playground components (e.g. accessible play equipment, post install, engineered wood fiber surfacing), instead of the previously proposed artificial playground grass surfacing. While unitary (playground grass) surfacing is the gold standard for accessibility, it costs approximately 10 times more than the typically used safety surfacing, engineered wood fiber, which is ADA compliant. At the time we applied for the grant in 2021 we determined the project would have sufficient funding to install unitary (playground grass) surfacing. Since then, the project has experienced several delays associated with existing site conditions (e.g. former landfill being designated on the historic registry), and subsequent cost increases, making the unitary surfacing cost prohibitive. A recent proposal to repair damaged and worn areas of the unitary surfacing at the Evergreen Rotary Park Accessible playground has shown us that the long-term maintenance and repair of unitary surfacing has become very costly and is not sustainable with current budget levels. The goal to install an accessible playground at Haddon Park remains; this requested change in scope will make that a possibility. Please let us know if you have any questions or concerns.
