Subtask 0301 – Utility Coordination
Added Work
·Additional potholing
Fifteen (15) holes were assumed in the original scope of work.
Ended up requiring a total of forty-two (42) potholes, including twenty-five (25) that were paid for by
Lumen and PSE. This required additional Parametrix staff time to coordinate with the applicable
utilities and to review findings for potential conflicts.
·Additional utility coordination meetings.
Two (2) in original scope of work. Anticipate up to eight (8) will be required.

Naval Avenue to Warren Avenue
2 January 2024
TASK 07 – PLANS, SPECIFICATIONS, AND ESTIMATES
Subtask 0701 – 60% Bid Documents
Added Work – Storm Drain
· Design of approx. 300 linear feet of new storm drain trunk line on the south side of the street west of
Chester Street. This was needed to avoid ADA and driveway impacts that would have been required if the
existing undersized pipe was replaced in place on the north side of the street.
Added Work – Sanitary Sewer
· Design of storm drain system extension to eliminate existing storm drainage cross-connection from
Midtown Market site that currently discharges to the sanitary sewer. This was not included in original
project scope.
Subtask 0701W – 60% Bid Documents (Water)
Added Work
· Replacement of water main on High Ave. This was not included in original project scope.
Subtask 0702 – 90% Bid Documents
Added Work – Storm Drain
· Revisions of storm drain system to avoid conflicts with exiting utilities based on results of potholing.
· Revise Site Preparation, Roadway, and Storm Drain plans to show removal and replacement of pavement
surfaces required by storm drainage upgrades to be shown only on storm drain plans.
· Create separate bid schedule, bid items, quantities and estimate for storm drain upgrades. Remove this
work from corresponding bid items, quantities and estimate in previous Roadway schedule.
Added Work – Sanitary Sewer
· 90% Design for storm drain system extension to eliminate the Midtown Market cross-connection to the
sanitary sewer.
Subtask 0702W – 90% Bid Documents (Water)
Added Work
· 90% Design for replacement of water main on High Ave.

SCOPE OF WORK (continued)
City of Bremerton 214-1896-186
Project No. 315043 6th Street Pavement Preservation Phase III
Naval Avenue to Warren Avenue
3 January 2024
Subtask 0703 – 100% Bid Documents
Added Work - General
· Prepare Soil Mitigation Plan
Required per City’s Hazardous Materials Analysis Memorandum to identify:
A Mitigation plan that details the steps and coordination to be taken if Hazardous soil or materials
are encountered as mentioned in the Project Hazardous Materials Memorandum.
Suspected locations unsuitable soils encountered that will require export.
Handling procedures and methodology to address soil management and disposal if necessary.
Will be included in appendix of Contract Documents
Payment by force account in Standard Specifications.
Anticipated that work will stop; materials be investigated by qualified individual(s); and the materials
be disposed of properly based on investigative findings.
· Additional design services related to traffic control.
Additional traffic control plans have become necessary beyond the original scope. The base
assumption of using lump sum payment for traffic work is no longer permitted and additional work is
also needed to identify, detail and estimate required traffic control work to reduce risk of
overrunning quantities of unit price bid items during construction, including the following:
Meetings with City staff to collaboratively develop strategies for managing construction cost
overruns related to traffic control.
Soliciting input from Parametrix construction management team, including development of
construction sequencing to be described in the bid documents and development of a simple
construction schedule to assist in developing estimates for traffic control quantities.
Additional traffic control plans, specifications, and estimates (see sections below).
Pedestrian accommodation/detour plans.
Pedestrian accommodation will need to be noted on traffic control plans which impact pedestrian
access routes.
Pedestrian detours, if required, will be indicated on detour plans.
The original scope of work assumed a total of four (4) traffic control sheets would be required. It is
now anticipated that a total of eight (8) traffic control plans will be required for the roadway work to
address the traffic control scenarios itemized below. This represents a net increase of four (4) sheets
compared to the original scope of work for the roadway work. Note that four (4) other traffic control
sheets are additionally required for utility-specific work as addressed in the other Added Work
sections that follow.
Typical traffic control plans will be provided for the following typical traffic control conditions for
roadway construction:
Single outside lane closures for sidewalk, curb ramp, etc. (i.e. non-utility work).

Project No. 315043 6th Street Pavement Preservation Phase III
Naval Avenue to Warren Avenue
4 January 2024
Inside lane closures for pavement repair work.
Side street closure with pedestrian routings through closure.
Vehicle detour plans will be provided for:
Full 6th Steet closure - Assumes pedestrians will be accommodated on closed roadway.
Detours for typical segmented full closure of 6th Street - assumes pedestrians will be
accommodated on closed segments of roadway.
Pedestrian detour plans will be provided for:
Typical side street closure.
Typical 6th Street sidewalk closure – between signal/HAWK crossing locations.
Added Work – Storm Drain
· Additional traffic control – Storm Drain Utility
The original scope of work did not anticipate any traffic control plans to specifically address storm
drainage work. A total of two (2) additional traffic control plan sheets are anticipated to address the
following traffic control scenarios:
Additional plan depicting double lane closure required for construction of 300 linear feet of storm
drain trunk line on south side of 6th Street, west of Chester Street. Additional related
specifications, quantities, and cost estimates.
Additional plan for the single southbound lane closure on Warrant Ave. for the construction of
the additional catch basin and connection to existing storm drain in the SW corner of 6th Street
and Warren Ave.
Added Work – Sanitary Sewer
· Additional traffic control – Sanitary Sewer Utility
The original scope of work did not anticipate any traffic control plans to specifically address sanitary
sewer CSO removal work. A total of one (1) additional traffic control plan sheet is anticipated to
address the following traffic control scenario:
Additional plan depicting double lane closure required for construction of storm drain system
extension to eliminate the Midtown Market cross-connection to the sanitary sewer. Additional
related specifications, quantities, and cost estimates.
Added Work – Water
· Additional traffic control – Water Utility
The original scope of work did not anticipate any traffic control plans to specifically address water
utility work. A total of one (1) additional traffic control plan sheet is anticipated to address the
following traffic control scenario:
Additional plan depicting double lane closures for construction of High Ave. water main.
Additional related specifications, quantities, and cost estimates.

· Additional water line profiles for:
High Ave. water main upgrade
Veneta Ave. and Chester Ave. water main upgrade connections. Original scope assumed direct
connections to existing side street mains like on Phase II, where no side street profiles were required.
Comments from the 60% review are requiring profiles for these connections.
