Scope of Work
Tasks:
Review of BPD Use of Force Policies (Lexipol 300, 301, 306, 308, 309, 310)
Review Supervisors Responsibilities (Lexipol 300.7)
Review of Use of Force analysis process (Lexipol 302.2) to include:
o Use of Force reporting form.
o Use of Force review analysis (Sergeant, Lieutenant, Captain)
Review a sample of Use of Force reports to get a general sense of how BPD supervisors are
currently conducting their reviews.
Summarize findings in a report for BPD Command staff. Report should include best business
practices for a 60-person department in the areas listed above, especially Supervisors
Responsibilities and internal Use of Force review analysis.
Provide training to BPD supervisors/Command staff on agreed upon changes to any of the above
policies/procedures.
Task Schedule:
Review of documents to be completed by May 14, 2021.
Preparation of report for Command staff no later than June 11, 2021
Training and on-site consulting to be completed by July 9, 2021.
Fee Schedule:
$375/hour for a contract maximum of $7,000.00 if required.
Travel costs at per diem rates for in-person training and on-site consulting after the training.
