SUMMARY:
The City of Bremerton Water Utility Supervisory Control and Data Acquisition System (SCADA)
pmonitoring of water system
conditions as required by regulations,assuring operations per facility set points,alerting water
operators to alarm conditions, dispatching staff, and providinga database for analysis and report
preparation. This project will:
Build electrical panels and provide configured programmable logic controllers
Provide consultation services regarding SCADA operations
Provide training for Water Resources personnel on applicable system installations and
upgrades to SCADA operations
Coordinate with Water Resources and IT to upgrade SCADA communications hardware
Provide other operational needs such as software programming, screen development, and
on-call troubleshooting
L2 Systems, LLC was approved as sole source integrator for the SCADA system in 2020.

FISCAL IMPACTS(Include Budgeted Amount): The funds for this upgrade are included in the
Water Utility Capital budget. Total project cost: $225,000.

RECOMMENDED MOTION:
Move toapprove the Goods and Services Agreement with L2 Systems, LLC,and authorize the
Mayor to finalize and execute the agreement with substantially the same terms and conditions as
presented.
