SUMMARY:

The projectincludes a full reconstruction of Washington Avenue and 11Street to improve mobility,
corridor safety, and replace aging infrastructure. A roundabout will be constructed at the intersection
of the Manette Bridge and Washington Avenue in addition to various complete streets improvements
supporting improved pedestrian and bicycle mobility and connectivity. The project also provides
lighting, landscaping, water main, and storm water/water quality improvements.
Bids for the construction of the project were openedonJune1, 2023and5bids were received.
NorthwestCascade, Inc.was determined as the lowest responsive, responsible bidderwith abid of
$6,405,916.09, including sales tax.Staff recommends award of the Washington & 11th Roundabout
Project Contract to Northwest Cascade, Inc.Concurrence from WSDOT and Transportation
Improvement Boardwill be required prior to execution of the Local Agency Contract.

FISCAL IMPACTS(Include Budgeted Amount):
The 2023 Transportation CapitalFund will need to be increased by $300,000. The funding source
for the increase is Real Estate Excise Tax (REET).

RECOMMENDED MOTION:
Move to award Contract with Northwest Cascade, Inc for the Washington & 11th Roundabout Project
in the amount of $6,405,916.09, including sales tax; and authorize the Mayor to finalize and execute
the agreement with substantially the same terms and conditions as presented;and further authorize
a budget adjustment to increase the Transportation Capital Fundby $300,000.
