Study Session Date: October 8, 2014 for the Wastewater Treatment Plant COUNCIL MEETING Date: October 15, 2014 Phase II Energy Efficiency Project Department: PW&U/WWTP Presenter: Pat Coxon Phone: (360)473-5448 SUMMARY: RCW 39.35A provides a design-build process for constructing energy efficiency projects on public facilities. Pursuant to this process, the Public Works Department completed Phase I and is now working with Trane, Inc. an authorized energy services company, on Phase ll. Because the City had already planned to replace the Return Activated Sludge (RAS) Pumps;Aeration Blower#4, Biotower Odor Control Fan and Headworks Odor Control Fan in the 2015 CIP, and because the State is offering a grant program for energy efficiency projects, an opportunity existed to pursue this Phase II project. Trane and the State have worked with City staff to define the project and develop the financial analysis. At this point, the Phase II project is ready for Council approval. We believe this project is an excellent candidate to receive a $272,172 grant in addition to the PSE energy utility incentive of$98,246. We will know about the grant in November 2014. Approval is needed now in order to procure equipment and materials in time to complete construction by September 2015. The projected project payback is 8 years with both grants and 14.5 years without the State grant. ATTACHMENTS: 1. Summary Documents 4. Amendment#2, Interagency Agreement 2. Funding Approval for Construction 5. Construction Contract 3. Funding Approval for Design and Const. Mgt. FISCAL IMPACTS (Include Budgeted Amount): Expected total project cost (with $272,172 grant and PSE utility incentive of$98,246) is $1,715,499. Budgeted amount in 2015 is $1,745,000. In the event that the energy services grant is not awarded, the needed revenue will be provided under the 2015 WWTP/Pump Station Improvement Program (budgeted at $350,000). In 2013, through this process, Bremerton was able to tap grant funding and PSE energy rebate funding to replace the City's aging and inefficient primary effluent pumps at the wastewater treatment plant. Additional funding is available for this program in 2014. Our staff has been working with Trane, our ESPC company, and we have defined a Phase II proposal involving five energy conservation measures outlined in the audit proposal. The ESPC process is initiated with an investment grade audit. The audit provides the foundational information necessary to determine whether to proceed with the project, and also provides the basis for grant funding. If the city subsequently decides not to pursue the project, this expense will not be reimbursed. But the preliminary research indicates another good opportunity here. ATTACHMENTS: 1.
