Task 3—Introduction and Water System Description (Chapter 1) 3.1 Develop updated vicinity map and water system map figures from current GIS. Create updated hydraulic profiles for West Side and East Side systems. Develop updated water system hydraulic profile with major facilities and operational zone gradients.Figures to be updated include Figures 1-1, 1-2a, 1-2b, 1-3a, 1-3b,and 1-3c from the 2012 WSP. Develop single existing system map with present piping network obtained from GIS,with pressure zone, service area,City and UGA boundaries added. Label major facilities, including those under design/construction. Exclusions: Task 3 does not include modifications to Chapter 1 text. It is assumed that the City will complete all work necessary to complete an updated Chapter 1 except as included in Task 3.1. Task 4—Planning Background Information (Chapter 2) 4.1 Update watershed descriptions to include new or ongoing WRIA studies that might impact City's sources of supply. 4.2 Review OFM,PSRC, and City/Kitsap County plans and develop/establish consistent land use, population, and employment historical trends, as well as 10- and 20-year projections (2029 and 2039). 4.3 Obtain and tabulate City source production data. BHC anticipates that summarized data will include annual totals by source for the last 10 years, with monthly production data and the peak production day tabulated for the most recent 3 years. 4.4 Obtain and tabulate consumption data by customer category and zone for all service meters from City billing records. BHC anticipates that summarized data will include average annual and daily customer demand totals by category, based on a composite average of the most recent 3 years. Separate and tabulate individual largest water users, such that their demands can be reflected accurately and input at precise locations within the water system model for system analysis. Establish the average day demand per Page 9 of 16 Bremerton/BHC Consultants. LLC 2019 Water System Plan Update Rev.07/2018 equivalent residential unit(ERU)based on the number of single family residential water accounts and recorded demand data. Proportioning the average day demand per account for other customer categories, including Distribution System Leakage(DSL), establish ERUs for each demand category. 4.5 Establish system average day demand(ADD)and maximum day demand(MDD)using recent historical source production data. If adequate system data is available during the MDD to determine system peak hour demand(PHD), calculate. Otherwise, use DOH Water System Design Manual calculations to determine PHD. Determine peaking factors. Calculate DSL volumes and percentages for equivalent recorded periods of production and account water usage data. Correlate water demand results with data submitted in water use efficiency(WUE) reports for the same period and establish current 3-year running average DSL. 4.6 Project future system service connections and ERUs based on population and employment growth. 4.7 Project system ADD,MDD, and PHD annually for years 1 through 10 and for year 20 based on population and employment projections. Project system ADD,MDD, and PHD annually for years 1 through 10 and for year 20 with realized WUE/conservation goals using quantified water use efficiency measures. 4.8 Develop supportive land use graphics to illustrate population and employment projection methodologies. 4.9 Develop draft chapter text and associated graphs and tables to support tabular calculations and analysis. Figures 2-4 thru 2-10 included in the 2012 WSP will be updated and included. Task 5—Sources of Supply(Chapter 3) 5.1 Update text information and tables to reflect operational changes and newly constructed facilities since the last WSP. Information will include: pressure zone major facility summary and operational descriptions; inventories of system valving, wells, interties, storage facilities, pump stations and water mains. 5.2 Review City's current WUE goals and measures and establish the effectiveness of measures based on investment cost and resulting water use savings and DSL reduction in recent years. City's 3-year running annual average DSL is below 10 percent and therefore no Water Loss Control Action Plan(WLCAP)will be drafted. 5.3 Estimate water savings resulting from WUE measures over the previous 6 years. 5.4 Estimate projected water savings resulting from selected WUE measures over 20-year planning horizon. 5.5 As part of the WSP Update, the Water Use Efficiency (WUE)plan will be reviewed and updated. 5.6 As part of the WSP Update, the Water Shortage Contingency plan will be reviewed and the document text will be updated. 5.7 Source of Supply Analysis: Using developed demand projections, analyze City's ability to supply ADD and MDD during the 10-and 20-year planning horizon on both a system- wide and individual pressure zone basis. Analyze individual sources by both allowable instantaneous and annual average water rights, as well as by current operational capacity that might restrict supply rates below allowable levels. Also analyze source of supply Page 10 of 16 Bremerton/BHC Consultants. LLC 2019 Water System Plan Update Rev.07/2018 capacity to meet industry recommended reliability criteria, as published within the 2018 Draft DOH Water System Design Manual. Coordinate with City's separately contracted water rights attorney to update and incorporate chapter text revisions concerning source of supply water rights, including summaries of relevant state cases that may impact City. 5.8 Document DSL percentage and volume expressed as ERUs. 5.9 Complete DOH Water Right Self-Assessment Form for existing, 10-year, and 20-year projections. 5.10Modify existing WUE program chapter text to reflect updated proposed goals, measures and effectiveness analysis. Modify existing source of supply chapter text to reflect source of supply changes. Updated versions of figures 3-1 thru 3-3 included in the 2012 WSP will be updated and included. Task 6—System Analysis(Chapter 8) 6.1 Using developed ADD, MDD and PHD demands and customer/land use patterns, create existing, 10-year and 20-year model scenarios by establishing methodologies to distribute system demands representatively throughout the system. Incorporate Puget Sound Naval Shipyard demands into model. Activate facilities to analyze appropriate future scenarios. Perform model debugging necessary as a result from newly input facilities and parameters. 6.2 BHC will perform calibration of the updated model by suggesting up to ten new locations for operations staff to conduct field testing and record measurements that can be used within the model. BHC will obtain SCADA data from City for fire flow tests. Run existing model scenarios that mimic field testing conditions and calibrate model through pipe friction and system boundary conditions until acceptable accuracy is obtained. 6.3 Document source, pumping, water right, treatment, and distribution capacities. 6.4 Storage Analysis: Using updated system demand projections and established fire flow standards, calculate existing and future required storage volume quantities through summation of operational, equalizing, standby, fire, and dead storage components for each reservoir. Indicate system surplus or deficit for defined CIP years and for the 20- year planning horizon. 6.5 Run the developed operational scenarios under existing ADD,MDD, and PHD demand scenarios. Identify and discuss existing system deficiencies attributable to failed hydraulic transmission criteria(pressure, velocity, or available flow)that develops for each scenario with City. 6.6 Run the developed operational scenarios under 10-and 20-year ADD, MDD, and PHD demand scenarios. Discuss comparative system deficiencies attributable to failed hydraulic transmission criteria(pressure, velocity,or available flow)that develops for each scenario with City. 6.7 Based on supply, storage, and distribution system analysis, use limiting factor methodologies recommended by the 2009 Water System Design Manual(Worksheet 6-1) to calculate City's system capacity on an ERU basis. Provide comparison of existing system capacity versus the limiting factor ERU capacity that might result from the execution of recommended CIP projects. Run criticality and reliability model to identify and prioritize critical infrastructure that represents a high risk. Identify needs for system redundancy. Page 11 of 16 Bremerton/BHC Consultants.LLC 2019 Water System Plan Update Rev.07/2018 6.8 Select optimal operational supply scenario(s). Develop capital improvement projects based on hydraulic deficiencies and asset criticality. Model system improvements to address deficiencies. 6.9 Develop up to six(6)chapter figures of the distribution system from modeling software to illustrate system analysis performed—including labeled deficiencies from failed hydraulic criteria. 6.10Update chapter text to present new analyses, preferred future operational supply scenarios and associated system control modifications, system/equipment condition deficiencies and recommended improvements. Model conversion, update, and calibration efforts will also be documented. Task 7—Capital Improvement Plan (Chapter 9) 7.1 Develop Opinions of Probable Project Cost(OPCCs)for all recommended capital improvement projects, with yearly prioritization. 7.2 Review and revise CIP based on funding analysis and constraints. 7.3 Develop one-page summary of each CIP using City template. One-page summaries will include project name,a one paragraph description, location map, photographs if appropriate, and an OPCC. 7.4 Develop CIP map identifying projects by location callout. 7.5 Develop chapter text and master table to describe individual recommended capital improvements by source, storage, distribution, O&M,and miscellaneous categories. Impetus for each project—capacity, growth, regulatory, obsolescence, operational standardization, or other—will be stated and used to evaluate priority. Task 8—Meetings During Development of Draft WSP To more effectively involve the City during development of the WSP,BHC proposes to schedule meetings at logical milestone dates associated with completion of chapter work. In advance of each meeting, BHC would issue complete chapter draft text to City for review and comment. Meetings would largely cover review comments and give BHC direction as to document revisions to be made going forward. The interim meetings also expedite the process for compiling complete draft documentation in advance of regulatory and other agency review. Proposed milestone meetings are as follows: 8.1 Project Kickoff and Data Discussion. 8.2 Workshops: 8.2.1 Workshop#1: Planning Elements and Analysis Criteria, Chapters 1 through 3. 8.2.2 Workshop#2: System Analysis Elements, Chapters 8 and 9 (proposed CIP). 8.2.3 Workshop#3:Finalized CIP/Financial Plan and Complete Draft Document. 8.3 Provision for two additional meetings, at times requested by City to aid in execution and completion of the work, are also included. Page 12 of 16 BremertonlBHC Consultants.LLC 2019 Water System Plan Update Rev.07/2018 Task 9—Adoption and Production of Final System Plans 9.1 At the completion of the draft documents, hard and electronic copies of the plans will be submitted for City review. 9.2 Attend one(1)public forum review of draft WSP with City Council. Meeting will serve as WSP and WUE public forums. Highlight draft WSP conclusions, recommendations and financial analysis. BHC will prepare material for meeting such as slideshow and provide documentation of meeting for inclusion in WSP. 9.3 Incorporate final City comments relating to portions of WSP prepared by BHC. Portions of WSP prepared by BHC will be certified by Professional Engineer. 9.4 Incorporate DOH comments relating to portions of WSP prepared by BHC. Portions of WSP prepared by BHC will be certified by Professional Engineer. Task 10—Supplemental Analyses 10.1 Evaluate existing storage infrastructure within the West 256 Zone and provide alternatives to address water turnover deficiencies and aging infrastructure. Identify alternatives for replacing Reservoir 4 and to provide better utilization of Reservoir 5. Assess potential for inclusion of a baffle on a new reservoir to provide additional contact time. Develop OPCC for considered alternatives and summarize analysis in a technical memo. 10.2Review previous water supply and distribution planning for the West 517 Zone. Review proposed water supply ideas. Prepare a technical memo which identifies proposed water supply alternatives, provides OPCCs for each alternative, and assesses the benefits of cost sharing in a water treatment plant should a large entity requiring water approach the City. Prepare a fact sheet(that will be contained within the technical memo)that summarizes information relevant to prospective developers. 10.3 Identify necessary infrastructure required to divert water from Gorst Creek and Anderson Creek in case of an emergency. Develop a technical memo summarizing feasibility, infrastructure requirements, and an OPCC for efforts required to divert water. If diverting water from these creeks is not feasible, assess other potential mechanisms for use of existing emergency rights. 10.4Discuss results of supplemental analysis at a workshop with the City. Task 11 —Asset Inventory 11.1 Provide input to City on development of asset inventory table. Review inventory table completed by the City and provide comments. Exclusions: It is assumed that the City already has an asset inventory table or will have the primary responsibility of preparing one and making edits to the table. Therefore, Task 12 does not include creation of or updates to the asset inventory table. Assumptions: • City will be responsive to data requests and deliver information to BHC within reasonable timeframes. Where billing or operational data is not available or in the format requested, industry standard practices and City assistance will be used to fill in data or formatting gaps. The BHC/City SharePoint folder will be an available resource for data management and file transfer. Page 13 of 16 Bremerton/BHC Consultants.LLC 2019 Water System Plan Update Rev.07/2018 • BHC will use 2012 WSP document files and City's existing GIS database to develop the new WSP chapters. • BHC will assist in production of the following appendix sections: o Water Use Efficiency Plan o Capital Improvements Projects List(Project Summary Sheets) o Public Meeting Documentation All other appendices presented in the plan will consist of products completed by others. • Chapters 4, 5, 6, 7,and 10 will be completed by the City without assistance from BHC. Chapter 1 will be completed by the City with the exception of work included under Tasks 3, 8 and 9. • Development of consistent land use, population, and employment projections will be made by interpolation of available OFM and PSRC Traffic Analysis Zones or Census Tract information with land use information presented in relevant Community Plans. The person(s) or organization(s) are additional insureds when you have agreed, in a written contract, written agreement or because of a permit issued by a state or political subdivision, that such person or organization be added as an additional insured on your policy, provided the injury or damage occurs subsequent to the execution of the contract or agreement, or the issuance of the permit. A person or organization is an additional insured under the provision only for that period of time required by the contract, agreement or permit. With respect to the insurance afforded to the additional insured, this insurance does not apply to: "Bodily injury", "property damage" or "personal and advertising injury" arising out of the rendering of, or failure to render, any professional architectural, engineering or surveying services, including: (a) The preparing, approving, or failure to prepare or approve, maps, shop drawings, opinions, reports, surveys, field orders, change orders, designs or drawings and specification: or (b) Supervisory, inspection, architectural or engineering activities. The limits of insurance that apply to additional insureds are described in Section D. Limits Of Insurance. How this insurance applies when other insurance is available to an additional insured is described in the Other Insurance Condition in Section E. Liability And Medical Expenses General Conditions. No person or organization is an insured with respect to the conduct of any current or past partnership, joint venture or limited liability company that is not shown as a Named Insured in the Declarations. Other Insurance If other valid and collectible insurance is available for a loss we cover under this Coverage Part, our obligations are limited as follows: When You Add Others As An Additional Insured To This Insurance: That is other insurance available to an additional insured. However, the following provisions apply to other insurance available to any person or organization who is an additional insured under this Coverage Part: (a) Primary Insurance When Required By Contract:This insurance is primary if you have agreed in a written contract, written agreement or permit that this insurance be primary. If other insurance is also primary, we will share with all that other insurance by the method described in c.below. (b) Primary And Non-Contributory To Other Insurance When Required By Contract:If you have agreed in a written contract, written agreement or permit that this insurance is primary and non-contributory with the additional insured's own insurance, this insurance is primary and we will not seek contribution from that other insurance. Rev 5.14 Page 1 of 2 SS 00 08 04 05 Rev 5.14 57SBABL6098 BUSINESS LIABILITY COVERAGE FORM Summary SS 00 08 04 05 Paragraphs (a)and (b)do not apply to other insurance to which the additional insured has been added as an additional insured. c. Method Of Sharing If all the other insurance permits contribution by equal shares, we will follow this method also. Under this approach, each insurer contributes equal amounts until it has paid its applicable limit of insurance or none of the loss remains, whichever comes first. If any of the other insurance does not permit contribution by equal shares, we will contribute by limits. Under this method, each insurer’s share is based on the ratio of its applicable limit of insurance to the total applicable limits of insurance of all insurers. Waiver of Subrogation If you have waived any rights of recovery against any person or organization for all or part of any payment, including Supplementary Payments, we have made under this Coverage Part, we also waive that right, provided you waived your rights of recovery against such person or organization in a contract, agreement or permit that was executed prior to the injury or damage Rev 5.14 Page 2 of 2Rev 5.14 Summary SS 00 08 04 05 EXCERPTS FROM CA 0001 (1013) HARTFORD BUSINESS AUTO COVERAGE Additional Insured: SECTION II – COVERED AUTO LIABILITY COVERAGE A.1.
