results since January 2008, including associated Cl2, temperature, pH, and HPC data where available c Laboratory QC data d Additional data related to special studies, split samples, reservoir chlorine boostmg, etc e Chlorine, HPC, etc from coliform sample stations f Capacities and turndown for pump stations that feed the E490 zone g Reservoir 15/18 configuration (capacity, geometry, inlet/outlet configuration, etc ) and operations data Anticipated data to include SCADA data suitable to perform a temporal water balance in E490 zone (e g, inflow/outflow rates for zone, mflow/outflow rates for Res 15/18, Res 15/18 water levels), operational/contro) philosophy for Res 15/18 (e g, level setpoints, pump station control) 2 Organize and review data received 1.2 Assess DBP Formation Causative Factors 1 Conduct Reservoir 15/18 water age and mixing analysis a Using in-house spreadsheet models, calculate turnover and average water age under current typical winter and summertime demand and reservoir operating modes b Develop a monitoring plan (and associated laboratory analytical cost estimate), which will be implemented by the City during summer 2011 The monitoring plan will be used to identify spatial water quality conditions within the reservoir during fill/drain cycles, and to assess water quality changes (inc DBPs), mixing effectiveness, and stratification This reservoir monitoring plan will be integrated with a system monitoring plan Both plans will be implemented concurrently by the City, as described below under Item 2 c Discuss reservoir and system monitoring plan with City via conference call (less than one hour) d Evaluate reservoir monitoring data to assess mixing and water quality conditions within the reservoir e Develop recommendations for improving mixing and/or turnover/water age conditions within Res 15/18 to reduce DBP formation and disinfectant loss f Develop hydraulic modeling scenarios to be implemented by City, if needed, to assess feasibility of alternate operating conditions 2 Develop DBP and water quality profile across system 8 Bremerton Water qualty Servrces Scope of Work a Develop a monitoring plan (and associated laboratory cost estimate) to allow for an evaluation of DBP, disinfectant residual, temperature, UV absorbance, conductivity, etc from locations throughout the system These would include Reservor 4, the E490 zone entry-point, and other system locations as desired by the City and/or based on the initial data review City to implement this monitoring pian in summer 2010, concurrent with the reservoir monitoring plan noted above b Obtain water age and blend fraction hydraulic model output at the monitored locations under relevant demand/operating scenario from the City's hydraulic model to assist with interpretation of monitoring data City to perform extended-period hydraulic model simulation based on source operation and system demands consistent with the actual monitoring time period c Evaluate monitoring data and model output to interpret water quality trends and water movement/blending patterns 3 Conduct bench-scale DBP formation tests a Prepare a bench-scale testing protocol (and associated laboratory cost estimate) to conduct simulated distribution system (SDS) testing on Union River source water The tests would be used to evaluate DBP formation and related water quality trends (UV absorbance at 272 nm, disinfectant decay) under varying conditions Four treatment scenarios are anticipated as summarized below, with DBP and water quality analyses anticipated at two discrete times per scenario Thus, there would be 4 x 2= 8 paired ar samples for testing 1 Current chlorine dose conditions i Current pH endpoint at the CCF (control sample) ii Alternate, lower pH 2 Lower initial chlorine dose with booster chlorination after a period of time i Current pH endpoint at the CCF ii Alternate (lower) pH) b Perform SDS testing, including chlorine dosing and pH adustment, time-series pour-offs for DBPs, chlorine boosting, and water quality analyses Confluence to coordinate the shipping of DBP samples to the laboratory designated by City, with laboratory billing going directly to City 4 Compile Task 2 2 results for analysis in Task 2 3 1.3 Summarize Findings 1 Prepare draft Technical Memorandum (less than 10 pages) that summarizes the approaches used, data obtained, and key findings of Tasks 2 1 and 2 2 2 Prepare for and conduct conference call with the City (approx one hour) to discuss findings and obtain comments Findings will be
