SUMMARY:The Puget Sound Nutrient Reduction Grant Program sponsored by the Department of
Ecology provides grants to assist local agencies withplanning, implementing,and complying with the
Puget Sound Nutrient General Permit (PSNGP) requirements. The grant to the City is for $127,933.
The grant amount was determined by Ecology. Typical reimbursable costs include staff time,
equipment, monitoring and laboratory analysis, preparation of a nitrogen optimization plan,annual
reporting,and implementation of an optimization strategy. The City has been working with a
consultant (HDREngineering) todevelop and implement an optimization strategy. These costswill
bereimbursable.

RECOMMENDED MOTION:Move to approve the Puget Sound Nutrient Reduction Agreement
(grant agreement) with the Washington State Department of Ecology;and authorize the Mayorto
finalize and execute the agreement with substantially the same terms and conditions as presented.
