SUMMARY:The City of Bremerton water utility has experienced customer complaints and
operational challenges relatedto periodic discolored waterdue to iron and manganese. These
metals are naturally occurring and primarily a nuisance causing staining and unpleasant odors and
taste. While not currently regulated for existing sources, EPA is evaluating the occurrence and
potential health risks of manganese in drinking water systems, and it is anticipated that a draft rule
regulating this contaminant is imminent. Washington State Department of Health already requires
treatment on any newsource waters having concentrations of these contaminants in excess of the
secondary Maximum Contaminant Levels (MCLs).
This project builds on previous iron and manganese assessment and provides on-site pilot testing of
selected treatment processes (pre-design) to inform future site selection and full-scale design. This
project will also conduct chlorination breakpoint testing on ammonia observed at Anderson Creek
Wellfieldto ensurethe utility is providing sufficient chlorination for disinfection. Lastly, the consultant
will develop technical guidance on the implementation of routine monitoring within the distribution
system to track and assess treatment efficacy.
