SUMMARY: This project will replace approximately 5,800 linear feet of water main along Marine
Drive from 2155 Marine Drive to the northern limits, and at the intersection of Rocky Point Road and
Marine Drive. The existing water main is cast iron installed in the 1940s and is undersized for
meeting fire flow requirements. Fire hydrants, blow -offs, services, and other water system
appurtenances will also be replaced with the project. Additionally, the existing roadway will be
overlaid with asphalt.
Three (3) bids were received. Bids were opened on June 10, 2021. Pape &Sons Construction, Inc.
was the lowest responsible, responsive bidder in the amount of $2,018,002.35 (which includes sales
tax).

FISCAL IMPACTS (Include Budgeted Amount): The overall project cost (including design,
construction management, construction and other project costs) is estimated at $2.45 million and is
funded within the 2021 Water Capital budget. See the attached Fiscal Summary.

RECOMMENDED MOTION: Move to award the construction contract for Marine Drive Water Main
Replacement to Pape &Sons Construction, Inc in the amount of $2,018,002.35 (including sales tax)
and authorize the Mayor to finalize and execute the agreement with substantially the same terms and
conditions as presented.
