SUMMARY:The City constructed two earthen and concrete dams on both forks of Anderson Creek
decommissioned
are rated by the Washington State Department of Fish and Wildlife (WSDFW) as fish passage
barriers.
A request for proposals utilizing the MSRC roster was sent outto five candidates. Of the five, three
submitted proposals. Osborn Consulting, Inc., (OCI) was selected based on qualifications. OCI will
provide permitting supportand prepare bid ready Plans, Specifications, and an
(PS&E) for the projectfor a contract amount not to exceed $502,074.32.TheCity has received a
Public Works Trust Fund loan in the amount of $2,000,000.00 for the project.

FISCAL IMPACTS(Include Budgeted Amount): The Anderson Creek Dam Removals Project is
included in the 2023 budget and is funded by the Water fund.

RECOMMENDED MOTION:
Move to approve the Professional Services Agreement with Osborn Consulting, Inc., for Design of
the Anderson Creek Dam Removals Project in the amount of $502,074.32;andauthorize the Mayor
to finalize and execute the agreement with substantially the same terms and conditions as presented.
