HomeMy WebLinkAbout01/18/2023 4FAGENDA BILL CITY OF BREMERTON CITY COUNCIL SUBJECT: Study Session Date: January 11, 2023 Upgrade Vacant Legal Technician I position (Grade 9) to Legal Technician Senior (Grade 14)for Bremerton Municipal Court COUNCIL MEETING Date: January 18, 2023 Department: Municipal Court Presenter: Judge Tracy Flood Jennefer Johnson Phone: (360) 473-5242 SUMMARY: The Court is requesting to change the current vacant position of Legal Technician I to a Legal Technician Senior position. The court has been using more technology in the last year, that wasn’t previously being used to its fullest capacity. In addition, the court has launched our Therapeutic Court program developing this program through grant funds from the ground up. To support the new Therapeutic Court and the increasing needs of the court the staffing needs have changed greatly over the last year. Due to these changes the Court has a need to fill the vacant position at a higher level of training and skillset that would be above an entry level Legal Technician I position. It is critical to the courts daily operation to have staff that have the skills to be in the courtroom on our daily dockets in addition to managing other duties as needed through cross training. The court continues to operate in a hybrid model of in person and via zoom. This requires the clerks in the courtroom to be more advanced in technology and knowing how to use the different software programs that the court uses on a daily basis. The court uses 8-10 different software programs, as the court continues to progress forward we will only be increasing more programs that will be incorporated into our daily operations. The current vacant position cannot fill the courts need with the volume of work and the addition of the Therapeutic Court. Therefore, we request your approval to change the position. ATTACHMENTS: 1. Appendix A – Teamsters Pay Scale FISCAL IMPACTS (Include Budgeted Amount): There will be minimal fiscal impact to the courts budget, as we have not filled the position. In addition, we did receive the funding of the 1/10th from the county which provides funding for 1.5 staff. The court presented those materials last July.
