HomeMy WebLinkAboutORDINANCE 5464ORDINANCENO. 5464 ANORDINANCEoftheCityCounciloftheCityof Bremerton, Washington, approvingandadoptingthebudgetforthe CityofBremertonforthefiscalyear2023, andappropriatingthe amountssetforthineachfundinaccordancewithRCW35.33.075. WHEREAS, PursuanttoChapter35.33RCW,theCityofBremerton requiredtoadoptanannualbudgetandprovidesproceduresforthefilingofestimates, a preliminarybudget, deliberations, publichearings, andfinalfixingofthebudget; and WHEREAS, aproposedannualbudgetforthefiscalyear2023hasbeenprepared andfiledintheOfficeoftheCityClerkfortheCity; publichearingshavebeenheldforthe purposesoffixingthefinalCitybudget; andtheCityCouncil, duringitsOctober27, 2022Budget Workshopmeeting, deliberatedandmadeadjustmentsandchangestotheproposedbudgetdeemed necessaryandproper; NOWTHEREFORE, THECITYCOUNCILOFTHECITYOFBREMERTON, WASHINGTON, DOESHEREBYORDAINASFOLLOWS: SECTION1.Theproposed2023annualbudgetfortheCity, asamendedbythe CityCouncilduringitsOctober27,2022,BudgetWorkshopmeeting,23, onfileintheofficeoftheCityClerk,isherebyincorporatedhereinbythisreference. SECTION2.The2023AnnualBudget, coveringtheperiodfromJanuary1, 2023, throughDecember31, 2023, establishing; 1)authorizedpositionsforemployment, 2)theCity-wideCapitalImprovementProgram,and 3)fundbalancesassetforthinExhibitA, attachedheretoandincorporated hereinbythisreference, includingregularrevenuesandunencumberedfundbalancesof 224,441,230.00expenditures,andendingfundbalancesof $224,441,230.00,andfundingof categorygroupspursuanttoBMC3.02.010, isherebyadoptedandapproved,andthetotalsforthesefundsasnotedinExhibit Aareherebyappropriatedforthefiscalyear2023. SECTION3.CertainrevenuesreceivedbytheCityshallbetransferredto specificfundsasfollows: a)Theadministrativefee, lessthecostsofadministeringthecontract, receivedby rbage, RecyclingandCompostableOrganicsCollection, betweentheCityofBremertonandWasteManagementofWashington, Inc. shall beallocatedandtransferredtofundNo. 315, theTransportationCapitalFund, forstreet improvements, unlessotherwiseallocatedbymotionorotheractionoftheCityCouncil. 1 2023AnnualBudget DocuSign Envelope ID: 0B13E7E2-EF4B-472B-9642-06CAC40D1A14 b) AllrentandotherrevenuesreceivedbytheCityfromthetelecommunication Development, LLCshallbeallocatedandtransferredtofundNo. 310, theParkFacilities ConstructionFund, forcapitalimprovements, forparkcapitalimprovements, unlessotherwise allocatedbymotionorotheractionoftheCityCouncil. c) Acceleratingtaxexemptionamountsforbusinessandoccupationtaxespursuant toBMC3.48.050(2)(c) asfollows: Fortheyear2023, thetaxexemptionforbusinessandoccupationtaxesisaccelerated to $1,020,000. SECTION4. NothingcontainedhereinshallbeconstruedtorequiretheCityor itsofficerstofillanyvacancyinanyofthepositionsestablishedbythisordinanceresultingfrom thedischarge, resignationorretirementofsuchemployee. Nothinghereincontainedshallrequire theCityoritsofficerstopaythemaximumamountbudgetedforanypositionshowntherein. SECTION5. Severability. Ifanyoneormoresections, subsections, orsentences ofthisOrdinanceareheldtobeunconstitutionalorinvalid, suchdecisionshallnotaffectthe validityoftheremainingportionofthisOrdinanceandthesameshallremaininfullforceand effect. SECTION6. EffectiveDate. Thisordinanceshalltakeeffectandbeinforceten 10) daysfromandafteritspassage, approvalandpublicationasprovidedbylaw.
