Engineering and Forest Management City of Bremerton, Public works & Utilities November 9, 2022 Attn: Sean Walsh 1600 Oyster bay Ave S Bremerton, WA 98312 RE: Bremerton Watershed 2023-24 Engineering Assistance – 5000 Rd Improvement & Bridge Replacements Project Approach Outline & Cost Estimate The following is a brief description of the perceived engineering and/or design assistance required for various services associated with the two bridges on the 5000 Road as well as the 5000 Road Improvement Project as requested by the City of Bremerton Watershed along with an estimated cost of the proposed services. 5000 Road Improvement Project Site Survey & Preliminary Site Review Pacific Forest Resources (PFR) will provide the necessary site survey/maps needed for the road design/improvement segments. It is anticipated that the City will provide at least one field assistant to PFR for the site survey to be completed (no provision is included by PFR for the field assistant). Initial field visit(s) to the road site will be made with Watershed personnel to help determine the extents of work needed and to decide if any additional studies and/or specialized input is needed by a geologist. Should it be determined (per the City's approval) that such additional information is needed, PFR shall sub-contract with a geologist (as approved by the City) to provide such services as needed. Road Improvement Design, Plans, FP/HPA Preparation & Cost Estimates Utilizing best engineering practices, PFR will develop “permit-ready” plans and specifications needed to obtain the FP/HPA for the road Improvements. PFR will also prepare a complete Forest Practice Application package ready for the City's submittal to the WDNR. Following development of the preliminary plans, PFR will provide the City with a cost estimate for the completed project. PFR will be available to attend any ID team meetings with the various regulatory agencies if required in order to answer any potential questions. Road Improvement Plans, Bid Specifications & construction Supervision If so requested, PFR will assist the City in the preparation of plans and specifications suitable for construction and inclusion into the City's construction bid package for the improvement P.O. PFR will offer whatever assistance is needed to the City the in preparation and evaluation of the construction bid package/contractor selection. If requested by the City, PFR shall render Construction Supervision for the improvement work as needed. 5000 Railroad & 5000 Vessey Bridge Replacements Site Surveys & Preliminary Site Reviews Pacific Forest Resources (PFR) will sub-contract with a licensed surveyor to provide the necessary topographic surveys for the design of the two bridge structures. Initial field visits to each site will be made with the WDFW and WDNR to analyze potential options and concerns as well as to jointly determine the bank-full-width of the two crossings. This meeting will also serve as the "pre-FP/HPA" review. Preliminary Plans, FP/HPA Preparation & Cost Estimates Based on their relative similarities and locations, the two bridges will likely be designed in tandem, which should afford some efficiencies and the ability to easily replicate the work. Utilizing best engineering practices, PFR will develop “permit-ready” plans and specifications needed to obtain the FP/HPA. PFR will also prepare a complete Forest Practice Application package ready for the City's submittal to the WDNR. Following development of the preliminary plans, PFR will provide the City with a cost estimate for the completed project. Bridge Bid Specifications & Bid Packages Pacific Forest Resources will provide all necessary bridge specifications needed to assist the City in preparing the bid package for the purchase of the needed structures (including any assistance in evaluating the bids). Construction Plans & Bid Specifications Once the bridge manufacture(s) have been selected, a “stand-alone” set of "construction-grade" plans for the complete bridge project will be developed for each of the sites. These plans shall be stamped by a licensed engineer and will be suitable for construction and inclusion into the City's construction bid package. PFR will offer whatever assistance is needed to the City the in preparation and evaluation of the construction bid package/contractor selection. PFR will be available at the City's request to attend any Pre-Bid site meetings in order to answer any potential contractor questions. Construction Staking It is recommended that the construction staking be completed for the road and bridge sites prior to the construction bid site visit in order to reduce some of the potential contractor concerns. This work should be fairly straight-forward and could easily be accomplished by the City's forestry staff, however a separate item for that process is included under this proposal so that the “office design” can be verified in the field. A single site visit will be required to accomplish this item and it is recommended that this site visit be combined with the construction pre-bid site meeting so the PFR can answer any potential contractor questions. Although probably not needed, if requested by the City, PFR will develop a set of As-Built plans for the projects that depict any significant deviations from the original construction plans. Estimated Engineering Costs Pacific Forest Resources (PFR) proposes to charge for professional services on a time and material basis as with similar municipal contracts. The basic engineering rate will be One Hundred Sixty Dollars ($160) per hour plus vehicle cost per the accepted IRS rate. Direct expenses (sub-consultants) and/or materials will charged based on the actual cost incurred plus 12%. The cost estimate shown below should be somewhat conservative and also anticipates that much of the construction supervision is to be supplied by the City's Forester. 5000 Road Improvement Project Cost Estimate Item Estimated Time Estimated Cost Road Survey & Preliminary Site Review 1± day w/travel $1,500± Geologist if needed (Sub-contract) 2± days w/travel $4,000± Road Design, FPA & Cost Estimate 2½± days $3,200± Road Construction Plans & Bid Specs 1± day $1,500± Construction Staking ½± day w/travel $ 800± Construction Supervision ½± day w/travel $ 800± Estimated Road Improvement Engineering Cost $11,800± 5000 Road Bridges Design Project Cost Estimate Item Estimated Time Estimated Cost Preliminary Site Reviews (2) 1± day w/travel $1,500± Topographic Survey (2) $5600 each $11,200± Prelim Design, FPA & Cost Estimate (2) 2 @ 4± days $10,200± Bridge Specs & Bid Package 1± day $1,500± Construction Plans & Bid Specs 3± days $3,800± Construction Staking 1± day w/travel $1,500± Construction Supervision 2½± days w/travel $4,000± As-Built plans (if requested) 1± day $1,500± Estimated Bridge Engineering Cost (2 Bridges) $35,200± Total Estimated Engineering Cost $47,000± DocuSign Envelope ID: 0240F75C-50AF-4234-8CDD-4B237A927C93 Bremerton Watershed 5000 Road & Bridges Engineering Proposal 11-9-2022 Page 4 As noted above, these costs are expected to be somewhat conservative, however all work is to be invoiced on an “actual time” basis, therefore if the project is simpler than expected or if more site work can be accomplished by the City, the final cost will obviously be reflective of that. Throughout the design process, status reports for the project will be coordinated with the City's contracting officer so that any decisions as to additions (or deletions) to the project scope may be made in a timely manner. Please feel free to contact me if you wish to discuss any of this in more detail. Respectfully submitted – Steve Faulkner, PE President DocuSign Envelope ID: 0240F75C-50AF-4234-8CDD-4B237A927C93
