The purpose of this no cost modification is to change the mailing address on some Navy invoices effective immediately. The new address for these invoices matches the address many vendors currently send Navy invoices. 2. Instructions to vendors for Contract Modifications: Heartland Energy Partners continues to perform the data entry function. Heartland Energy Partners and their sub- contractor, Capturis, has the Navy’s authority to contact vendors for bill clarification and coordination.
