Anderson Creek Dam Removal and Feasibility Planning II Rev 02-16 Page 7 of I I Exhibit A - SCOPE OF WORK Anderson Creek Dam Removal and Feasibility Planning II The City of Bremerton has a failing stormwater culvert under Lower Wheaton Way at Schley Canyon, a designated fish stream. In order to repair or replace the culvert, the City must first identify a mitigation project that will compensate for the "lost" upland habitat and provide in kind or better habitat. The habitat above the culvert on Schley Creek is low quality with areas of moderate habitat. Anderson Creek has two old small dam structures that are no longer used and can be removed without impacting water rights. Washington State Department of Fish and Wildlife (WDFW) and the Suquamish Tribe (Tribe) Biologist have shown an interest in moving this project forward as an acceptable salmon habitat mitigation offer to offset leaving the Wheaton Way culvert in place at Schley Canyon. Dam removal and habitat restoration in the upper Anderson Creek watershed will build on the recent culvert replacement on Anderson Creek recently completed by Washington State Department of Transportation. The goal of this work effort is to provide information to the City of Bremerton to evaluate the comparative fish habitat recovery opportunities at Anderson Creek and McDougal Creek flowing through Schley Canyon at Lower Wheaton Way. This information will assist the City with negotiating a mitigation option with stakeholders. Task 1 —Project Management This task includes routine correspondence, billing, and project coordination throughout the contract duration. Cost— Lump sum $1,080 Task 2 —Field assessment and data collection Stantec will complete a habitat assessment of the two stream segments upstream of the out- of-use domestic dams on Anderson Creek. Another habitat assessment will be conducted at McDougal Creek in Schley Canyon. Habitat assessment methodology will be the same for both creeks and all three segments. The habitat assessment will utilize established regional protocols to collect basic measurements of stream habitat structure and conditions with the three stream segments. Initial desktop analysis of the stream segments will be conducted to establish preliminary stream reaches, based on topography and stream features. An inventory of stream habitat types (riffle, pool, side channels, cascades, etc.) will quantified within each of the three stream segments, along with bankfull widths, quantities of Large Wood Debris(LWD), streamflow depth and velocity measurements for discharge estimation, stream temperature, riparian condition and shading, and Wolman pebble counts to estimate substrate compositions. Field efforts will be photographed and geo-referenced along with data recorded (digitally if possible), to make information obtained applicable via GIS layers, depicting location, observations, and associated relevant information. Bremerton/Stantec Consulting Services Inc. Anderson Creek Dam Removal and Feasibility Planning II Rev 02-16 Page 8 of 11 Assumptions 1. City will provide GIS base file for updating and use by Stantec. 2. Stream segments are accessible by foot to their sources. 3. City will obtain any required permissions for land access to avoid risks of trespassing. Deliverables 1. A Field Summary Report, presenting overall details of the field effort. 2. A geo-referenced collection of photo documentation. Exclusions 1. Professional land survey–this effort is for planning purposes only and not to generate construction drawings for dam removal or stream restorations. Professional land survey may be necessary at a later phase of the project. Schedule – task will be completed within 45 calendar days of receipt of notice to proceed and associated City documents (and electronic files). Cost—Lump sum $12,300 Task 3 –Comparative Analysis of Fish Habitat at Both Sites with Recommendations With the field data collected above, Stantec will quantify the habitat types and overall stream conditions (LWD, substrates, temperatures, riparian condition, etc.) within each of the three stream segments, and make a comparative evaluation of fish habitat available above existing blockages. This technical memorandum will provide an analysis of available stream habitat type and quality within each stream segment, with comparisons among the three stream segments. We will attempt to discuss rearing and spawning opportunities in relation to the observed habitat in each segment for anadromous salmonids. Maps, graphs, data tables, photo documentation, and references will be provided to support the analysis and conclusions. Assumptions Deliverables 1. A technical memorandum, building upon the Field Summary Report, presenting our work effort for City use. 2. GIS Map with overlays depicting location, habitat, and associated relevant information. 3. Electronic data files of all field data collected. Exclusions 1. Public process and comment are not included in this work scope and will be necessary for the next phases of the proposed dam removal project. 2. One meeting with agencies and Suquamish Tribe is included in this effort. Bremerton/Stantec Consulting Services Inc. Anderson Creek Dam Removal and Feasibility Planning II Rev 02-16 Page 9 of 11 Schedule—the final technical memorandum will be provided to the City within 70 days of notice to proceed. Cost—Lump sum $11,620 Conclusion The total proposed budget for this work is not to exceed $24,900. Our proposed schedule is to complete the work effort and produce the described documents within 75 days from notice to proceed. This work scope is subject to the terms and conditions of the attached Professional Services Agreement between the City of Bremerton and Stantec Consulting Services Inc.
