SUMMARY:
The action before Council is to conduct a Public Hearing and adopt a resolution to set the
Comprehensive Plan Update Work Program and Public Participation Plan, and suspend applications
in 2023. This Resolution provides a work program and schedule to review potential amendments to
the City of Bremerton Comprehensive Plan with early and continuous public participation. In addition,
the resolution limits the time frame to accept Comprehensive Plan Amendment Applications from the
public to allow Staff adequatetime to review and analyze prior to the Comprehensive Plan Update
adoption in December 2024. The Planning Commission held a public hearing September 19, 2022
and has unanimously recommended that Council approve the proposed resolution.This City has
established a website (Bremerton2044.com) that will be continuously updated as we progress
through the update process.

FISCAL IMPACTS:The State mandated Comprehensive Plan Update is a work item that is part of
the Department of Community Development Staffing Plan. There is money proposed in the 2023
budget for consulting contract for environmental review and capital facilities planning.
