Project Description
The City of Bremerton (CITY) requested the DKS team (CONSULTANT) re-design the southwest corner of
the Perry Ave and Holman Street intersection for a direct-powered Rectangular Rapid Flashing Beacon
(RRFB) pole on the west side of Perry to work with the solar-powered RRFB on the east side of the
street. The power will come from the utility pole south of the intersection. A new conduit will be
installed under the sidewalk, and an electric service cabinet will not be required.
The contract amendment will also cover the following changes in scope: additional efforts in
development of traffic control plans, additional effort in response to city comments received at 100%
design, and the preparation of Division 1 specifications for WSDOT review and addressing WSDOT
comments. The original contract assumed typical traffic control plans, not site-specific ones. As the
project progresses and according to comments from the CITY and WSDOT,the CONSULTANT will
develop detailed site-specific traffic control plans.
Task 1: Project Management
The CONSULTANT will perform project management and monitor project budget, scope, and schedule.
The contract duration was extended from 7 months to two years. WSDOT has requested the Consultant
to track all the invoices on the DCMS website, which was not included in the original scope of work.
The CONSULTANT will perform QC review on added scope of work.

east side of the street. The power source is an existing utility pole south of the intersection. A new
electric service will not be required.
The sidewalk will be replaced between the wood pole and the new curb ramps at the southwest corner
of the Perry Ave and Holman Street intersection. The new conduit will be installed under the new
sidewalk with associated handholes.
The CONSULTANT will update the project specifications and cost estimate for the new design of this
project site.
The amendment will cover the extra effort required to address the large number of comments received
on 100%design submittal. The original contract assumed that CITY comments on the 100%design would
be minimal, estimated as a minor effort.
The CONSULTANT will develop detailed site-specific traffic control plans, respond to WSDOT comments
on traffic control plans, and address those comments. The original scope assumed typical TCP plans.
The CONSULTANT will prepare project Division 1 specifications for WSDOT review and address WSDOT
comments on Division 1 specifications.
Deliverables
• The redesign of Perry and Holman Street will be part of the 100%design and final bid
documents.
• Site-specific traffic control plans to be included in the 100%design and final bid documents.
• Division 1 specifications in WSDOT track change format.
Task 11: Management Reserve Fund
Additional funds will supplement existing task 11.The Management Reserve Fund (MRF) (dollar amount
