SUMMARY:

In April 2019, the City executed a contract with KPFFto design the East11Street and Perry
Avenue Reconstruction projectfor $534,002.58. Three supplement agreements have been
executed: Supplement No. 1 was in the amount of $53,282.50 for additional design services
including water/sewer utility design support, potholing, stormwater downstream impact analysis,
utility coordination, and other engineering design supportservices. The amendment also increased
the contract time by extending the time through December 2021.Supplement No. 2 wasin the
amount of $156,631.65; the additional design work includedright-of-way acquisition services,
formation of small works roster contract for residential electrical work required by PSE for overhead
electrical relocations, additional survey, and design of additional watermain and drainage
improvements. SupplementNo. 3 was in the amount of $20,045.54andwas for support during the
bid phase of the project.
The proposed Supplement No. 4 increases the contract value by $88,795.97to a new total of
$852,758.24; thework includes construction engineering supportservices and extendsthe term of
the contract to December31,2023.

Move to approve Contract Modification Agreement No. 4 with KPFF, for the East11Street and
Perry Avenue Reconstruction Project, inan amount not to exceed $88,795.97 for a totalamended
contract amount of $852,758.24,andauthorize the Mayor to finalize and execute the agreement with
substantially the same terms and conditions as presented.
