SUMMARY:The Department of Ecology recently issued the Puget Sound Nutrient General Permit,
which regulates the discharge of nitrogen to the Puget Sound from 58 wastewater treatment plants.
The City has applied for and obtained coverage under this permit. The City has selected HDR to
support the Citytechnically with the selection and implementation of nitrogen removal optimization
strategies,planning for future capital improvements, andunderstanding theregulatory framework in
order to comply with the permit requirements.
The permit cycle is 5 years (January 1, 2022 to December 31, 2026).This current contract for
$199,963 is to support the City for one yearof the permit cycle. TheCity intends torenew the
contract annuallyto provide consistent support over the permit cycle. $750,000 has been budgeted
from 2022 to 2024 ($250,000 per year) for this work.

RECOMMENDED MOTION:Move to approve the Professional Services Agreement between the
City of Bremerton andHDR Engineering,Inc.for Nutrient General Permit Support in the amount of
$199,963;and authorize the Mayorto finalize and execute the agreement with substantially the same
terms and conditions as presented.
